Application Developer/ Systems Analyst

Our client is seeking an Application Developer/Systems Analyst to support, maintenance, and as necessary enhancements to custom developed ancillary applications, integrated systems, and COTS applications and Customer Information System (CIS)

Job Duties:
  • Develops enhancements and performs maintenance on existing applications, systems and sub-systems; writes and tests program code to extend system functionality, incorporate new subsystems and make other application changes and updates; develops logic and validation criteria and designs and develops custom reports, screens, scripts, utility programs, menus and directories using standard software and development tools
  • Troubleshoot system or application issues and report to vendor, review status and apply provided fixes.
  • Configure existing application, test and deploy new configuration to users.
  • Document issues and fixes, lead the test efforts to validate the provided solution.
  • Analyze and interpret requirements, data analysis, data design, data integrity, data performance
  • Works with department users and IT staff to define scope, boundaries and deliverables for utility applications development projects.
  • Defines application data requirements; identifies data sources; diagrams data flow.
  • Tests data validity, redundancy and integrity; develops and uses query tools to generate reports.
  • Be a self-learner to research issues and be a problem solver
  • Develop and maintain system user documentation; Provide user support and training, as needed
  • Answers technical questions and provides guidance to users on system functionalities and methods for correcting problems
  • Able to plan, organize and prioritize daily assignments and work activities
  • Serves as a central point of coordination with IT on significant application/hardware problems and change request issues that require assignment of resources
  • Develops and maintains user documentation; plans and coordinates the deployment of new technologies within the department; supports the development of test plans including acceptance criterions and testing data sets.
  • Coordinates user acceptance testing and the resolution of problems identified; may develop training materials, handouts, desktop procedures; may conduct user applications training classes and one-on-one training sessions.
  • Link applications to Oracle and SQL Server and configure and use ODBC Connectivity for various data sources including AS400/DB2
  • Evaluate alternatives and make sound recommendations.
  • Troubleshoot, diagnose and resolve routine to moderately complex systems problems.
Job Requirements:
  • Graduation from an accredited four-year college or university with major coursework in management information systems, computer science or a closely related field
  • Minimum 5 years of working experience in systems analysis and application development and support.
  • Implement business rules through customization, configuration and setup.
  • Electric and Water utility experience a plus
Desirable Skills:
  • Microsoft Access, SQL Server 2012 or higher, .NET Technology (ASP.NET, C#, C++, and Visual Basic), Java
  • Mobile programming language for Android or IOS
  • SSRS 2012 Report Server and SSIS 2012 or higher are required. AS400/ Query 400, DB2 query experience preferred.
  • Proficient understanding of SQL code for database platforms in Microsoft SQL Server 2012/2016/2017
  • Electric and Water Utility and Customer Information System experiences are a plus.
