Job Summary:

Under general direction, interfaces with the customer in developing requirements for major projects of considerable complexity; prepares system design specifications; conducts research to resolve customer initiated issues related to Medicaid claims processing; and coordinates and manages project teams in the development of large multi-system, multi-platform projects.

Essential Functions:
  • Works closely with customer to develop requirements for major projects of considerable complexity.
  • Prepares general system design specifications.
  • Creates, reviews, analyzes and estimates project requests.
  • Performs research and analysis of customer initiated inquiries and requests, leveraging extensive programming experience and utilizing technical tools as necessary to debug/analyze problems.
  • Develops technical solutions to complex business and system problems.
  • Leads development teams through project implementation.
  • Provides excellent customer service to internal and external customers handling all aspects of client relations concerning technical projects, including notifying the client of implementation schedules and coordination and assistance in presentation of results.
  • Reviews and validates test results per requirements.
  • Understands the connections between multiple State initiatives and their cross-impact.
  • Supports Integrated Test Facility (QA), as needed.
Knowledge/Skills/Abilities:
  • Experience working directly with customers defining requirements. Demonstrated ability to interpret policy and translate into system requirements.
  • Knowledge of policy for Medicaid and other State health programs a plus.
  • Excellent written and verbal communication skills.
  • Excellent problem solving and analytical skills and attention to detail.
  • Ability to manage multiple projects at a given time and adapt to changing priorities and manage workload accordingly.
  • Knowledge of COBOL, Easytrieve or File Aid.
  • Prior hands on development experience a plus.
  • Knowledge of Healthcare Claims Processing.
  • Ability to maintain attendance to support required quality and quantity of work.
  • Maintain confidentiality and comply with Health Insurance Portability and Accountability Act (HIPAA).
  • Ability to establish and maintain positive, effective work relationships with clients, coworkers, customers and development staff.
Required Education:
Bachelor's degree or equivalent experience
