Strategic Technical Platform Delivery Lead

NTT DATA has an immediate need for a Stratregic Technical Platform Delivery Lead to support our client in Whitehouse Station, NJ. This is a contract to hire opportunity and the consultant will ultimately become an employee of our client.

This position will have responsibility for technical delivery of Small Commercial Insurance Strategic Platform.

This program consists of the following major components:
  • Transaction and Servicing Portal
  • Integration with Duck Creek Policy Admin system with products such as BOP, Umbrella, Cyber, HealthCare, Life Sciences, and Auto (specialty products in future)
  • Integration with Insurity Policy Decision Systems for Workers Compensation and Auto products
  • Operational Data Extract and Reporting/Analytics
  • Business Process Management (BPM)/Workflow system
  • Integrations with internal and external data/service providers
  • Integration with Agency Management Systems for Upload/Download capabilities
  • Integration with external Insurance Aggregators such as CoverHound, and Insureon
  • Technical Architecture/Infrastructure to meet need business needs

This position will have responsibility for the technical delivery of all workstream(s) as described below:
  • Define technical strategy, and delivery approach for various individual components as well as overall platform
  • Define conceptual and detail design to meet requirements. Coordinate with Enterprise Architecture resources to gain alignment.
  • Establish formal traceability standards/guidelines from requirements to testing.
  • Define design principles, patterns and standards for software components. Ensure software is implemented according quality standards. Define and execute proper quality control gates to gain sign-offs for design, and development phases of SDLC phases
  • Accountable for delivering software for various components of strategic platform with agreed upon scope, quality and timeline
  • Define and execute entry and exit criteria for software design, coding and unit testing components
  • Define and implement operational architecture from reliability, scalability, availability and performance perspective
  • Define Production Support/Turnover process to transition from delivery into support organization
  • Work with Project Management team for on-time, on-budget delivery of project(s) per agreed upon scope and quality metrics
  • Develop detailed technical work breakdown structure, dependencies, and ensure work stream plans; manage and report on progress
  • Manage external vendor partners to deliver software according to requirements, and design
  • Provide technical mentorship/guidance, and training to staff
  • Identify, communicate and manage technical risks and challenges. Manage escalation and change control process for project(s). Develop technical approaches, pros/cons, recommendations and drive decision making with various levels of management
  • Negotiate with business and IT on change items (time, budget, scope)
  • Understand and apply corporate IT standards, ensure SOX and Audit compliance
  • Define and execute transition of the project(s) to production support team after 60 days warranty period post go live

  • 15 – 20 years of experience with high volume sales, and service Portal, Integration, Policy Administration, Workflow, Billing, and Claims in P&C industry
  • Domain knowledge of P&C industry with BOP, Umbrella, Workers Comp, Auto, and Specialty products
  • Experience with delivering multi-year, $50M+ strategic platform is required
  • Experience with strategic consulting and technical delivery is a plus
  • Solid technical background with understanding and/or hands-on experience in software development and web technologies (e.g., .Net, XML, MS SQL Server) is required
  • Strong educational background, preferably in the fields of computer science or engineering
  • Proven working experience with a concentration in technical leadership in the information technology sector of large implementations (5 – 10 years hands-on, and 5-10 years – technical delivery leadership)
  • Excellent client-facing and internal communication skills to explain technical approaches, pros/cons, and make recommendations
  • Excellent written and verbal communication skills
  • Strong ability to lead diverse teams (vendors, multi locations, on/off shore)
  • Solid organizational skills including attention to detail and multi-tasking skills
  • Strong adaptability and able to manage and excel in a rapidly changing environment
  • Strong working knowledge of Microsoft Office, Clarity, Visio, MS PowerPoint
  • Working knowledge of Insurity's Policy Decisions platform including IEV and/or Accenture's Duck Creek platform a plus
  • PMP, Agile, SCRUM certification or similar preferred
