NTT DATA, Inc. currently seeks an Consulting ERP Analyst to join our team in Virginia Beach, VA.

Our local government client is embarking on an initiative to replace its current Oracle based Enterprise Resource Planning (ERP) system with a modern ERP solution (or solutions) which will support its Financial and Human Capital Management (HCM) functions into the coming decades.

Our local government client proposes using a two-phased approach consisting of the following:
1. In phase our local government client will work alongside consulting analysts to review the current state, define key stakeholder and user requirements, perform market research to identify candidate solutions for use by the City, develop Financial and HCM functional and non-functional ERP requirements, and assist in developing and initiating an acquisition strategy to procure and implement ERP solutions to meet the identified requirements.
2. Phase two will include the commercial and business processes to select, procure and implement new technology solutions(s) with full implementation anticipated over a five year period

Statement of Need:
Our local government client requires a specialist ERP Business Analyst to engage at the commencement of phase 1, working with Information Technology (IT) and other key ERP stakeholders, to support the initial analysis for this ERP modernization initiative.

Must have excellent oral and written communication skills with the English language

Duties and Requirements
  • The ERP Business Analyst will initiate and perform analysis and determination of Financial and HCM ERP requirements. Responsibilities MAY include:
  • Work independently and in groups consisting of City IT staff, key ERP stakeholders and ERP users to perform ERP requirements determination analysis.
  • Work within teams to identify major business process and software/application selection criteria.
  • Become an expert in existing internal City of Virginia Beach business processes, Document business processes and user flows, elicit and document input from stakeholders and users to help define requirements.
  • Work across teams to identify potential new workflows which may be vital to implementing more desirable solutions or strategies.
  • Work to understand stakeholder and user requirements and needs. Address objectives and identify potential roadblocks, challenges and risks.
  • Engage in market research, document and summarize findings, and prepare recommendations for stakeholders and City management.
  • Develop ERP solution evaluation criteria.
  • Support key stakeholders and governance bodies to review, assimilate, and communicate findings and to facilitate decision making.
Performance Standards
  • Direct or explain the appropriate/needed business and technical information to management
  • Present both formal and informal training as needed
  • Interface with other City and vendor personnel
  • Manage time and resources allocated on the assigned initiatives by providing direction and supervision when needed.
  • Provides weekly status reports in a timely fashion
  • Conducts meetings as needed
  • Makes thorough presentations when requested
  • Thoroughly researches literature on new or proposed work as related to the initiative
  • Provides explanatory charts and graphs as requested
  • Utilize modern tools of systems analysis to conduct thorough feasibility and cost benefit analysis studies; implements modern management techniques
  • Qualifications:
  • Experience providing consulting support to public sector clients (recent (within last 5 years) experience with medium to large municipal government clients most preferred).
  • Recent experience (within last 5 years) providing analysis support related to ERP solutions (Financial and HCM), preferably in the public sector.
  • 7-9 years experience managing major cross­-functional technically complex software and process requirements across vendor and stakeholder team member groups.
  • Preferred: 2-3 years experience working to support service delivery and support organizations.
  • Experience and ability preparing reports of findings and recommendations for review and decision by senior stakeholders, leadership and management.
  • Ability to synthesize information from diverse sources and define requirements that are concise, clear, and understood by all stakeholders.
  • The City currently uses an Oracle EBS platform. Knowledge and experience with Oracle EBS is desirable as is knowledge of other cross functional ERP solutions in the ERP marketplace, especially those used in the public sector.
  • Knowledge of the software industry and current ERP solution marketplace focusing on cloud products, SaaS platforms, and enterprise applications.
  • General knowledge of business applications(ERP, HCM, Financials, Municipal Government Operations, Procurement, Business Intelligence tools)
  • Possess strong logic and reasoning skills to identify the strengths and weaknesses of alternative courses of action, and develop/recommend best fit solutions to problems.
  • Understanding of data design, programming and scripting.
  • Requires contact with others (face-­to-­face, by telephone, virtual meetings, or otherwise) and working and interacting with a group or team. Experience with interviewing and focus group techniques and associated statistical analysis is highly desirable.
  • Experience influencing cross-functional team members while leveraging a strong sense of teamwork and collaboration.
