Abacus shall provide support for tasks needed to compete and award contracts and/or implement Inter Agency Agreements (IAA) and Memorandums of Understanding (MOU) through transition and the realization of benefits that will enable IT modernization and transformation in support the Agency's mission. Services will be provided in support of three (3) Lines of Business (LoBs) and a Support Team as described below

Recordkeeping Services Acquisition (RKSA) – This LoB is working towards procuring a commercial recordkeeper or systems integrator to manage recordkeeping operations including the supporting IT infrastructure and applications. The RKSA contract (or contracts) is (are) expected to handle all of the Thrift Savings Plan (TSP) recordkeeping and participant servicing and support the majority of processing for plan administration and discontinue the FRTIB's practice of serving as the integrator, owning hardware and maintaining or extending customer-developed software in support of the Agency's recordkeeping operations. As the largest of the three LoBs, this effort drives the approach and schedule for the other

Financial Systems Modernization (FSM) – This LoB is exploring the replacement of the Agency's current systems and related underlying IT infrastructure supporting a) budget formulation, b) contracting and procurement, and 3) financial accounting with commercial solution(s) that are based on an enterprise resource planning (ERP) suite(s) of integrated applications. Extensive market research has been completed and the two solutions under consideration include securing either a commercial ERP Software as a Service (SaaS) subscription(s) and a Systems Integrator (SI) or access to a Federal Shared Services Provider (FSSP) offering the relevant ERP software that supports the Agency's core business capabilities. Like RKSA, FSM is expected to discontinue the FRTIB's practice of serving as integrator, owning hardware, and maintaining or extending custom-developed software in support of Agency-centric accounting operations.

Agency IT Services (AITS) – This LoB is working towards establishing the necessary interfaces between the to-be-determined recordkeeping and FSM systems and the cash and investment management system(s) as well as the IT interfaces with potential future commercial recordkeeping providers to ensure enterprise-wide IT integration. AITS includes three work streams each considering separate contracts and/or agreements. The first work stream focuses on implementing Integration Platform as a Service (IPaaS) solution to integrate with the new recordkeeper and be flexible/agile. It also supports the flow and processing of data vital to operations. The IPaaS work stream is well underway and may be in the Implementation phase as the time of this contract award. The second work stream is exploring the possibility of modifications to existing contract(s) in order to separate/severe those services that support Agency operations and competing those services separately under a new contract. Like RKSA and FSM, this workstream is expected to discontinue the FRTIB's practice of serving as integrator, owning hardware and maintaining or extending custom-developed software in support of Agency operations and staff (e.g., desktops / software, local networking and security). The third work stream is focused on managing, modifying and extending legacy IT contracts that currently support RKSA, FSM and AITS to ensure services remain in place and continue to improve until all transitions are complete.

Human Capital Transition Strategy (HCTS) – This support team provides the supporting activities required to enable the POMP transformation. This work includes assessing and implementing any necessary changes to the Agency organizational structure, identifying and realigning workforce skill and competency needs for the future state and conducting organizational change management and communications activities to support any anticipated changes as result of these initiatives

Job Duties & Education
The DATA SME shall support the DIR and ADIR in carrying out their roles and responsibilities for one or more LoBs and/or support work streams (e.g., HCTS) including collaboration with Agency and multiple third parties to design robust, scalable data conversion solutions. The DATA SME shall meet the following minimum qualifications:
  • Master's Degree or Bachelor's degree and at least eight (8) years of professional level experience in IT Research and Analysis or related field working as a consultant or leader in the information technology industry
  • Demonstrated experience in IT research and analysis or related filed with an emphasis on database development and/or data conversion, leading and consulting on large business process/technology transformation initiatives, developing consensus, and delivering value to customers
  • Extensive technical knowledge and skills in technology area/s of expertise, industry insight, leadership management, project/program management and excellent written, verbal and presentation skills
