Job Duties
  • The HR Operations office is seeking an individual with significant experience and in depth knowledge of Federal HR Benefits that can provide clerical support for a range of assignments related to the HR Benefits Specialist functions. The individual shall have a minimum of three years of specialized Federal HR Benefits experience.
  • The ideal candidate is able to analyze operational effects of new or existing regulations and implements as necessary. Advise program officials, managers and employees of the soundness of recommendations in benefits management. And, they are able to interpret complex regulations contained in the CFR, Agencies directives and desk guides, and other publications issued by USDA, Office of Human Resources Management (OHRM), the Office of Personnel Management (OPM), and the Thrift Savings Board.
  • The work to be performed for the Benefits position shall be at the Minneapolis, MN facility located at 250 Marquette Avenue, Suite 410, Minneapolis, Minnesota, 55401. A security background check is required due to the candidate working in a secure government facility and will have access to government computers, systems, and employee information. Office equipment will be provided.
The ideal individuals will have performed the following tasks:
1. Utilize a Federal Retirement Calculator system such as FRB or GRB for preparing retirement annuity estimates
2. Determine and resolve FERCCA retirement coverage corrections.

DELIVERABLES
1. The Specialist participates with program personnel in developing an annual benefits program for the agencies serviced.
2. Interprets rules and regulations relating to the Civil Service Retirement System (CSRS), CSRS Offset, and the Federal Employees Retirement System (FERS, including FERS-RAE and FERS-FRAE). Provides retirement annuity estimates to employees upon request. Reconciles retirement corrections under FERCCA by letter issued within 60 days.
3. Provides information and guidance on issues relating to eligibility, opportunities to enroll and/or change coverage, and temporary continuation of coverage. Validates and files designation of beneficiary forms within five days of receipt.
4. Interprets regulations and provides guidance on various aspects of Federal Employees Group Life Insurance (FEGLI).
5. Interprets regulations and provides advice on all aspects of the Thrift Saving Plan (TSP).
6. Counsels family members and/or designated beneficiaries of deceased employees in any of the above benefits. Provides claims assistance to beneficiaries upon death of current federal employee within three days.
7. Processes FEHB, FEGLI, and TSP elections in NFC within the effective pay period.
8. Prepares CSRS/FERS annuity estimates for employees within thirty days of request.
9. Prepares military service credit deposits with fifteen days of receipt.
10. Forwards civilian service credit applications and applications for voluntary contributions within five days of receipt.
