Job Duties
This contractor support will purchase, rent and leases a wide variety of supplies and services for the USFWS under the federal micro-purchase threshold, ensuring these purchases are procured in accordance with Federal and DOI acquisition regulations, policy and procedures. Maintains responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities. Duties include, but not limited to the following:
  • Receives purchase request from all regional office divisions for various equipment, supplies, and services
  • Determines the best method of procurement by checking mandatory sources, GSA schedules, Blanket Purchase Authorities and Orders, SAM.gov, 8(a) sources, DOI-wide contracts, etc.
  • Contracts program office staff to resolve question on requisitions
  • Composes written material in connection with requisitions, purchase orders, delivery schedules, bill of lading, non-selection for contract award.
  • Contact vendors, sales staff and manufactures to clarify information on procurement needs, quality standards and time standards for delivery, market trends, pricing, new items and commercial practices.
  • Reviews and edits purchase requests to ensure the item or service are adequately described based on the requesters need.
  • Represents the USFWS in discussions with vendors/contractors to obtain agreement on micro purchases and vendor/contractor compliance.
  • Procures supplies and services to meet the purchase, rental, or lease needs of the organization.
  • Examines incoming requests for completeness including presence of purchase request number, accounting codes, item description estimated cost, and quantity.
  • Assist Contract Specialist/Contracting Officers such e-file, contract files, etc.
  • Assist Grants Management Specialist with financial assistance awards (grants and cooperative agreements) packages  Organize and plan workload to accomplish objectives

The Procurement Technician/Purchasing Agent Positions should have the following skills: Specialized experience is defined as: Placing delivery orders against established contracts or through open market procedures to purchase a variety of commercial supplies; consolidating orders to meet the minimum order quantities; and contacting customers to obtain missing information, advise on status of work, or obtain approval for substitutes or changes in delivery dates, quantities or prices. Responsible administrative experience in the areas of compiling and retrieving data, entering data into database, and procurement activities.

Mandatory Training: Contractor is required to take and pass all mandatory Department of the Interior and Fish and Wildlife Service training each year.
