Work Hours Full time NTE 40 hours each week; Monday through Friday and times will be flexible between 6:00 and 18:00. Hours will not include paid lunch period.
US Citizen Mandatory
Security Clearance Active NACI/ MBI clearance is preferred or eligible for clearance.
Experience Federal court, FOIA and USAO experience is preferred.

Job Duties
The Contractor shall provide a variety of services to include (but not limited to):
DUTIES, KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
The HR Operations office is seeking an individual with significant experience and in depth knowledge of Federal HR Benefits that can provide clerical support for a range of assignments related to the HR Benefits Specialist functions.

The ideal candidate is able to analyze operational effects of new or existing regulations and implements as necessary. Advise program officials, managers and employees of the soundness of recommendations in benefits management. And, they are able to interpret complex regulations contained in the CFR, Agencies directives and desk guides, and other publications issued by USDA, Office of Human Resources Management (OHRM), the Office of Personnel Management (OPM), and the Thrift Savings Board.

The work to be performed for the Benefits position shall be at the Minneapolis, MN facility located at 250 Marquette Avenue, Suite 410, Minneapolis, Minnesota, 55401. A security background check is required due to the candidate working in a secure government facility and will have access to government computers, systems, and employee information. Office equipment will be provided.

The ideal individuals will have performed the following tasks:
  • Processed a variety of complex personnel security actions, including
  • Updating the personnel security database/spreadsheet for required background investigations using the PATS separation reports provided each pay period.
  • Initiate applicants in the eQIP portal.
  • Scan fingerprint cards.
  • Update personnel security databases on a regular basis.
  • Research OPM's Central Verification System {CVS) to validate previous investigations or historical records.
  • Assist with LincPass Renewals for APHIS employees
  • Receives/reviews employee HRO 1197 Supplement forms and prepare the Special Agency Check {SAC) SF 86C forms to the OPM for pre clearance suitability determinations.
  • Ensure favorable results from investigations, advanced fingerprint reports or SAC reports and enter them the GSA USAccess System as required.
  • Facilitate the closing of investigations by ensuring the certificates are uploaded into the employee's eOPF.
  • Assists in maintaining the unit's tracking spreadsheet for fingerprints and temporary employee files.
  • Copy, scan, fax, and mailed required personnel security documents.
