Financial System Programmer with Oracle (R12) Financials to support DOE Office of Fiscal Services

VDOE is located downtown and parking is not available for contractors but is available for perm employees.

Conversion salary based on level of experience (salary range $43,800 - $90,000). Contractor may apply to FTE role and will need to go through the agency's normal hiring process to be considered. The offer for the full time role is not guaranteed.

About the Agency:

The Office of Fiscal Services at the VA Dept of Education is responsible for payments to school divisions, including entitlement payments and state and federal reimbursement requests and for providing technical assistance and ensuring compliance with state and federal regulations related to payroll, travel reimbursement, vendor payments, and the small purchase charge card program.

About the Role:

Develop and maintain Office of Fiscal Services' supported applications using standard methods and tools; maintain all current applications per user requirements; contribute to ad hoc reporting; adhere to DOE and state software standards; provide the data needed by the Office of Fiscal Services; utilize current infrastructure and technology to maintain stable and secure development and production environments; coordinate with the DOE EIM unit as directed by the Associate Director and/or Director of Fiscal Services; provide programming and support for and analysis of Office of Fiscal Services systems to meet Fiscal Services' needs.

Assure compliance with State and federal regulations as they relate to financial systems requirements.

Knowledge, Skills, Abilities and/or Competencies required to successfully perform the work:

Knowledge and skill in system development methodology (applications development including analysis, design, programming, testing, documentation), relation databases, Linux, and Windows Operating Systems, Java, Web Application Servers (Oracle R12 - strong preference), HTML, SQL, PL/SQL, VB. Microsoft Office Suite, excellent analytical skills, and strong verbal and written communication skills. Must be able to work on multiple projects, developing project scope, and estimates of effort. Must be able to collaborate effectively with team members to ensure success of projects and systems. Demonstrate the ability to define problems and apply problems solving techniques to complex issues.

PLS NOTE: this role will not require writing a lot of SQL code; however, the consultant must be well versed in reading and interpreting SQL code to be able to understand their financial environment; ability to write scripts (front-facing through Excel) with Visual Basic. Looking for someone who can assist in streamlining processes.
