Introduction
The Veterans Affairs Palo Alto Health Care System requires a full-time Candidate to provide the full range of technical support services for computer-based and networked medical systems at the Veterans Affairs Palo Alto Health Care System (VAPAHCS)
 
The Candidate shall serve full-time as the onsite technician who will be required to provide the full range of technical support functions for the Picis Clinical Information System, other networked medical systems. The Candidate shall troubleshoot hardware and software as well as other parameters such as network connectivity and configurations as necessary to return systems to full functionality.
 
The Candidate shall also provide general support services for all Information Technology aspects of other systems such as Picture Archiving and Communication Systems (PACS) for Radiology, Cardiology, Nuclear Medicine, and Ophthalmology, Pentax EndoPro endoscopy image management and reporting system, Client MacLab and Combo Lab hemodynamic monitoring systems, lab testing and diagnostic systems, Commvault Backup system, Noah hearing care data management software and associated hardware, and Zeiss and Heidelberg workstations and software associated with ophthalmic and optometric testing equipment
 
Job Duties
  • The Candidates technician/engineer shall provide technical support services as needed to ensure continued functionality of existing system(s) and to expand, modify and upgrade software and hardware according to clinical needs.  Tasks include, but are not limited to:
  • Installation of server or workstation hardware;
  • Installation of operating system and application software;
  • Determination of configuration parameters and modifying accordingly and/or coordinating with VA Biomedical Engineering Technicians or IT specialists as needed;
  • Routine system software maintenance, such as installing security patches to operating system, updating antivirus files and coordinating data backup;
  • Troubleshooting and remediation of hardware and software problems that prevent systems from operating properly;
  • Modifying software configurations and data libraries at request of clinical staff as needed to optimize clinical utility;
  • Swapping functional workstations for non-functional ones to allow clinical beds to resume normal operations as soon as possible after hardware or software malfunctions;
  • Overseeing and continuously updating Biomedical Engineering's networked medical device inventory. Including all tasks necessary to ensure the networked medical device inventory is accurate (i.e. tracing cables to identify devices/ports, pulling system/application configurations);
  • Validating medical equipment manufacturers' approval of software patches and anti-virus updates and installing them when appropriate;
  • Providing consultative IT services to Biomedical Engineering staff as needed to assist in determining networking and other hardware or software configurations;
  • Documenting work performed on medical equipment per VA Biomedical Engineering guidelines;
  • Creating and updating network diagrams of medical device systems for accuracy and completeness
  • Assisting with the networking, Operating System (OS), and Anti-Virus (AV) configurations for installations and rolls out of medical device systems per VA Biomedical Engineering guidelines
  • Setting up medical device systems for backups and managing the Biomed Commvault backup solutions (i.e. creating storage policies, troubleshooting errors)
  • Creating standard operating systems in support of various IT tasks involving networking, backups, installations, software configurations, etc.

The Candidate shall possess a bachelor's Degree in Computer Science, Information Systems, Engineering or an associated technical discipline directly related to the labor category functional responsibilities.An Associate Degree in computer science in conjunction with a combination of 2 or more relevant professional certifications such as A+, Network+, Microsoft Certified Database Administrator, Microsoft Certified Application Developer, Cisco Certified Network Associate, may be substituted for a bachelor's Degree
 
Experience and Skills
  • Have extensive experience with Personal Computer (PC) hardware and software.
  • Have at least 10 years of experience in relevant Information Technology tasks such as loading operating systems and applications, managing file and folder permissions, troubleshooting hardware and software problems, configuring network settings and installing peripheral devices and software drivers. Relevant professional certifications.
  • Have knowledge of Microsoft Active Directory architecture.
  • Have experience with Public Key Infrastructure (PKI), Rights Management Service (RMS) and security and encryption applications.
  • Have documented experience with setting up remote access via Remote Desktop Protocol (RDP), Secure Socket Layer (SSL) web sites, and point-to-point Virtual Private Network (VPN) connections.
  • Have ability and experience with Citrix thin client software.
  • Documented experience managing file servers, including troubleshooting server hardware and software problems as well as network connection problems.
  • Have the abilities to use Windows XP, Windows 7, Windows Server 2003, 2008 and 2012 and Linux/Unix Operating Systems.
  • Ability to set-up and manage SQL 2005/2008/2012 databases and writing T-SQL scripts.
  • Have a working knowledge of network topology, including switches, routers, and gateways.
  • Ability to troubleshoot network traffic to include analyzing bandwidth usage, port activity, and access control lists.
  • Is familiar with the Veteran's Affairs (VA) electronic medical records system environment to include VistA (Veterans Health Information Systems and Technology Architecture platform) and Computerized Patient Record System (CPRS) applications.
  • Ability and experience in interfacing commercial medical systems with the VA environment.
  • Have the ability to independently assess the problems, ability to solve them, and possess the skills to make decisions.
  • Have the know-how to troubleshoot for example, being able to distinguish hardware failures from software problems and user errors; being able to determine the appropriate resolution; and able to install, configure, upgrade, and troubleshoot any hardware and software components with minimal assistance.
  • Ability to read, understand and apply information contained in hardware and software technical manuals, for the purpose of installing hardware and software and diagnosing and resolving reported problems.
  • Have the ability to provide clear oral and written instructions for vendors and both sophisticated and unsophisticated computer users. 
  • Is able to train users with varying degrees of computer skills. 
  • Have strong verbal and written interpersonal and communication skills.
  • Interpersonal Effectiveness. The Candidate shall work effectively with the VA staff, other vendors, health care personnel and key management.
  • Minimum of 10 years of experience supporting and repairing IT computer systems.
 
  • Experience in repairing (Client) and Dell computer systems.
  • Demonstrate prior experience in providing 24/7 IT support with other VA or Non-VA medical centers.
  • Demonstrate expertise and experience working with the VA electronic medical records system environment to include VistA and CPRS (Computerized Personal Records Systems) applications.
 
  • Evidence that the engineer/technician assigned by the contractor resides within 40 miles of the Palo Alto Campus of the VA Palo Alto Health Care System, so that he/she is able to respond promptly to emergency incidents that require immediate intervention to avert significant negative impact to patient care
