Job Duties

Task 1 Processing FOIA and PA Requests

Subtask 1.1. The contractor shall assist with processing incoming FOIA requests using FOIAXpress and participate in intake meetings to assess such requests.
Subtask 1.3. The contractor shall provide technical support in processing FOIA requests. The contractor shall correctly and accurately enter FOIA requests and related correspondence into the Department's management, tracking and reporting system. The contractor will perform redactions to information responding to FOIA requests using FOIAXpress based on its expert knowledge of the nine (9) FOIA exemptions; prepare final response letters and memorandum as appropriate.
Subtask 1.4. The contractor may provide support to the Department's PIRMS Program Team regarding the processing of Privacy Act requests using FOIAXpress.
Subtask 1.5. Upon request from the COR or the FSA FOIA Manager, the contractor shall recommend modified and/or new operational approaches, including use of FOIAXpress.

Qualifications:
  • Expertise and experience in FOIA and PA compliance including use of FOIAXpress.
  • Knowledge and extensive experience with:
a. FOIA: Legislation; policies; guidance; regulations; procedures; and payment and administrative processing systems (FOIAXpress tracking and reporting system is currently used in addition to an internal system developed on the Serena platform).

  • Ability to analyze factual information, evaluate significant factors, and solve complex problems based on statistical data.
  • Mastery of MS Office desktop applications: Microsoft Word, PowerPoint, Excel, etc.
  • Ability to quickly learn and utilize workflow software or other systems developed internally for the processing of FOIA requests.
  • Ability to deal with competing priorities.
  • Knowledge of administrative concepts and practices in order to recommend changes in administrative policies, devise and install procedures and office practices affecting subordinate organizations, and foresee administrative problems and requirements.

Skills:
  • Responsible for working with other FSA employees and the Department's FOIA personnel and therefore shall be expected to speak clearly, easily understand the English language both verbally and in writing, and be able to communicate using a variety of telecommunication relay services.
  • Eligibility to receive a Department security clearance and must maintain confidentiality of all work processes.
  • keep the COR and FSA FOIAManager apprised of progress of performance of the contract, including any issues that arise, on a regular basis and must be ready to begin performance immediately after the award of the contract with sufficient numbers of experienced personnel in all task areas to meet deadline-driven schedules.
  • Able to provide program administration and Technical support for Department of Education.
  • Expertise to support its fulfillment of requests under the Freedom of Information and Privacy Acts.
