General Summary
Telecommunications Engineer
Design, install, administer, and support voice and data communications equipment and services to support Lottery business needs at all Virginia Lottery work locations, under the direction of the Telecommunications Manager and the Lead Telecommunications Engineer.
Assist as needed with the design, operations, and administration of telecommunications networks provided by Lottery vendors. Serve as a technical resource to other IT staff members. Participate in project teams as required. Provide technical assistance on Lottery Voice, Data, and Video communications services.
Essential Duties and Responsibilities

Network Design & Implementation
  • Support and maintain the design and implementation of Local Area Networks and Wide Area Networks for all Lottery work locations.
  • Support and Maintain the acquisition and installation of hardware required for network operation. This includes switches, hubs, routers, firewalls, remote access (VPN) devices, security and authentication servers, phone servers, Interactive Voice Response systems, call recording systems, call reporting systems, Network Management systems, video conference and audio conference resources.
  • Support and Maintain the acquisition of common carrier services (wireline, wireless, satellite, or cellular) to support Lottery networks.
  • Supervise the performance of onsite contractors, including Lottery business partners, in the installation and maintenance of telecommunications products and services.
Network Performance & Maintenance
  • Monitor and maintain acceptable norms for network performance.
  • Maintain and support operations and administration guidelines to ensure networks meet performance requirements.
  • Manage the acquisition of maintenance contracts with equipment and service vendors, to ensure high network availability and optimum performance. Establish bid specifications, identify qualified vendors, review and rate proposals, and analyze product offerings.
  • Complete moves, adds, and changes to wiring systems, interconnections, and configuration tables in support of personnel and office rearrangements.
  • Establish user training for end users of Lottery telecommunication resources.
  • Provide clear lines of responsibility for responding to service outages.
Personal & Mobile Communications
  • Acquire components and service agreements to provide approved personal and mobile telecommunications resources to Lottery employees. This includes devices to access public common carrier networks, as well as internal networks. Devices may include pagers, PDAs or smartphones, cellular phones, broadband cellular modems, wi-fi devices, MI-FI devices, iPads, tablets, and specialty devices.
  • Provide product analysis, purchase recommendations, user training, and support services for personal & mobile devices.
Project Teams
  • Provide technical support and assistance to departmental or interdepartmental project teams as requested.
Executive Support
  • Provide technical assistance and product analysis as requested in all areas of technology.
  • Responsible for monthly payment of telecommunications invoices.
Security Administration
  • Recommend and implement network security policy for the agency. Assist with management all agency firewalls and other network security devices.
  • Responsibilities include VPN administration.
  • Responsible for management of the agency's two-factor authentication solution(s).
  • Provide technical assistance to vendors with telecommunications networks or interfaces to Lottery networks, including technical liaison to Virginia Information Technology Agency (VITA) and other state agencies.
KSA's and or Competencies required to successfully perform the work
  • Extensive knowledge of telecommunications network design rules and performance factors.
  • Extensive knowledge of commercially available products (switches, routers, bridges, hubs, firewalls, VPNs, servers & appliances) and services (LAN, WAN, Wireless, Wireline, ISDN, PIP, broadband cellular, MPLS, Video, SIP, VOIP, etc.).
  • Extensive knowledge of network security procedures and vulnerabilities.
  • Extensive knowledge of Microsoft Windows operating systems and desktop applications.
  • Knowledge of common communications protocols for midrange computers and servers.
  • Knowledge of protocols and security standards for shared Commonwealth resources.
  • Ability to organize and handle multiple tasks.
  • Ability to complete manual tasks related to communications wiring and equipment installation.
  • Excellent troubleshooting skills. Familiarity with electronic test & measurement equipment.
  • Excellent oral and written communication skills.
  • Must be able to work independently.

Education, Experience, Licensure, Certification required for entry into position
  • Undergraduate degree in Computer Science, Electrical or Communication Engineering or related field, or equivalent experience in telecommunications engineering and operation or network computing.
  • Considerable knowledge of general customer service practices.
  • Demonstrated desire to develop new skills and knowledge in support of new technology.
An equivalent combination of training and professional work experience may be substituted for minimum qualifications.
Critical Performance Factors
  • Completes network deployments & upgrades as needed to support Lottery business needs.
  • Completes task assignments on schedule to support Lottery business needs.
  • Completes ongoing assessments of network performance using network monitoring facilities and interviews/feedback from Lottery management & employees.
  • Prepares and delivers user training to end users, operators, Help Desk staff, and others.
  • Regularly maintains technical documentation.



Special Requirements
Must pass Background Investigation. Should have valid Virginia Driver's license. Minimal travel required.
Willingness to work nights, weekends, and/or holidays from time to time, to meet project objectives.
