We are seeking an experienced Business Analyst.

Project Specific Tasks/Deliverables:
The selected candidate must perform the duties with utmost professionalism and adhere to the requirements identified by the Requesting Manager. As part of this engagement, the Requesting Manager will monitor the candidate during the performance period in the following areas:
  • Quality of product and service
  • Timeliness of performance
  • Depth of knowledge
  • Interpersonal and communication skills
  • Functional and Technical requirements elicitation, documentation and presentation skills
  • Process Analysis – including as-is, to-be, and Gap analysis
  • Experience, qualifications, and ability to meet the needs of this engagement
Duties:
  • Gathers  and documents functional and business requirements and collaborates with other IT staff, stakeholders and/or vendors to produce the desired deliverables at a level of detail sufficient for the technical team;
  • Participates in research to determine if solutions to business requirements currently exist within the organization and, if not, whether new solutions are feasible by documenting detailed As-Is and To-Be process flows;
  • Conducts gap analysis in order to identify and document differences between as-is and to-be processes and solutions;
  • Provides information and support to facilitate end user training including developing training material;
  • Provides input and creates documentation to support business process improvement;
  • Coordinates technical changes, verifying testing results, and adhering to technical and business standards compliance;
  • Works with the business to develop detailed user acceptance test cases and flows; including devising test plans, creating test cases, establishing protocols and appropriate testing environments and coordinating testing;
  • Attends meetings to review end user and tracking and trending issues, workflow problems, system capabilities, monitoring feedback, and potential system enhancement needs;
  • Knowledge of MS office products such as MS Visio, Excel, PowerPoint as well as basic SQL code
Employment Standards:
  • Possession of a Bachelor's degree from an accredited college in Computer Science, Information Technology, Business, or related field, and
  • Three (3) years of experience providing technical and/or analytical support in the functional area(s) being supported at a level equivalent to the County's IT Business Analyst or
  • Six (6) years of experience providing technical and/or analytical support in the functional area(s)being supported and
  • Possession of a Bachelor's degree from an accredited college, or
  • Five (5) years of experience providing technical and/or analytical support in the functional area(s) being supported, three (3) years of which were at a level equivalent to the County's IT Business Analyst.
Knowledge of:
  1. Business process documentation, design and workflow;
  2. Testing methodologies;
  3. Design, implementation, testing, updating, maintenance, evaluation, and analysis of system
  4. configuration, system setup, and application data;
  5. Wide range of application functionality, content, and associated workflows;
  6. Data validation and testing methodology;
  7. Policies, procedures, and business operations related to the functions being supported;
Ability to:
  1. Test and validate business analysis findings and recommendations;
  2. Apply business analysis principles and practices;
  3. Utilize a variety of information technology platforms and operating systems;
  4. Troubleshoot problems, identify root causes, and evaluate alternative solutions;
  5. Design business processes, ability to document As-Is, To-Be workflows, functional diagrams,
  6. Level 1-3 process flow mapping using MS Visio etc.
  7. Document business processes and models; |
  8. Analyze business requirements and identify possible solutions;
  9. Communicate effectively both verbally and in writing;
  10. Produce reports, documentation, research to address customer needs;
  11. Engage with stakeholders and understand and respond to their needs in rapidly changing
  12. environments;
  13. Holding training sessions, UAT testing and knowledge transfer sessions;
  14. Maintain effective customer relationships.
