Financial Business/System Analyst

Minimum qualifications:
a. Bachelor's Degree in Computer Science or a related field (as determined by the Client)
b. Ten (10) years of experience in working with, analyzing and formulating conclusions on large financial data sets, and with performing database queries.


Offeror proposed resource shall be responsible for the following:
1. Serve as lead financial business analyst and subject matter expert of the Maryland financial business processes for the MDEC application suite.
2. Work alongside JIS financial analysts and Judiciary leadership in resource management for fulfilling assignments.
3. Provide analysis and requirements to the case management vendor for application enhancements.
4. Provide end user support in adherence to established service level agreements.
5. Evaluate current District and Circuit Court financial systems, recommend, and assist in development of standardize statewide Financial Configurations per current Maryland statutes.
6. Provide analysis and recommendations for standardized business processes configuration and testing support of those configurations.
7. Provide ongoing support of data review for MDEC financial data conversions, including but not limited to data mapping, creation of conversion logic, data analysis, solution determination and validation and documentation.
8. Provide analysis and design input for audit requirements for MDEC.
9. Support system testing of MDEC development, as well as provide support during User Acceptance Testing.
10. Provide analysis to programming team on financial integrations processes.
11. Analyze existing and proposed data exchanges for interoperability with local and statewide financial systems.
12. Analyze and develop business rules specifications for the development of the MDEC Financial Systems.
13. Analyze large financial data sets and formulate conclusions. Develop queries and data extracts. Utilize data analysis software tools to assist with analysis and make conclusions based on data. Organize and present data set analysis graphically and verbally.
14. Analyze and coordinate with team members in support of other non-financial areas of MDEC, as needed.
15. Create and maintain documentation containing established statewide business processes and configuration decisions.
16. Respond to requests from auditors regarding MDEC financial business processes and financial configuration.
17. Provide end user orientation/training on new or revised business processes in person and virtually.

i Five years' experience programming in PROGRESS 4GL.
ii 3-4 years' experience working with UNIX (AIX).

iv Strong analytical and programming skills
v Court Case Management application experience desired.
vi Experience with UNIX/AIX based, large scale applications.
