Data Quality Lead
6-9+ months contract 
Loc: Basking Ridge NJ

Project: Veterans Affairs Community Connectivity Network

VACCN – QA/QMO team responsible for overall QA effort for the program. The project includes new claims platform, customer service and portal. The person is responsible for identification and assessment for data quality for the program involving X12 EDI, NCPDP, XML, Flat file and SQL Server Data.

Interfaces will involve provider, member/eligibility, referrals, prior-authorizations and claims data.

Assesses and provides metrics of the data quality characteristics of validity, integrity, accuracy, completeness, relevance, usefulness etc.
Responsible for defining and implementing a data quality methodology and standards required for the program.
Act as the primary liaison between business team for data quality issues, opportunities.
Assist and coordinate assessments and implementations of data quality standards and solutions for the program..
Experience researching, recommending, and automating innovative approaches to data quality management issues and opportunities
Ability to extract insights from data, which involves a level of analytical comprehension and manipulation
Manage and execute the creation and distribution of data quality reports.
Work with development team to correct data quality errors.
Determine root cause for data quality errors and make recommendations for long-term solutions.
Resolve all internal data exceptions in timely and accurate manner.
Develop process improvements to enhance overall data quality.

"Advanced Proficiency" in the following responsibilities:
Establish/implement/ensure data quality and best practices
Plan/coordinate testing environments & infrastructure
Plan/develop automated frameworks to adhere to data quality.
Plan and create test data sets/scenarios
Identify and mitigate risks/issues related to data quality.
Ensure alignment of data quality/test plans to business case/value
Ensure availability of internal/external resources needed to complete the data quality QA activities.
Develop, document and implement risk mitigation plans
Design processes for reporting and communicating the data QA status.
Execute test status reports and communicate to appropriate audiences
Communicate potential issues to appropriate audiences
Document test results and ensure adherence to test reporting standards
Ensure compliance with applicable data quality standards and best practices
Analyze and resolve identified risks/issues, including customer and technical impact

software tools/skills: 
Overall experience of 8+ years in IT experience.
Minimum of 5 years of quality assurance experience.
Experience in leading data quality, data comparison, data clean up measures, and testing activities for complex projects.
Administrative experience with SharePoint.
Expert with Microsoft (MS) tools, PowerPoint, Excel, Word, Project.
Hands-on experience in preparing Test Strategy, Test Plan.
Experience in Requirement Analysis, Traceability, impact analysis and reporting.
Large dataset for quality and accuracy.

Experience with CA Agile and/or Client ALM for test case and defect management.
Experience with traceability of requirements and/or features to test cases and defects.
Experience with data quality tools like Global IDs, Quality Stage, Trillium etc.

Must have skills/attributes: 
Hands-on experience in identifying, accessing and providing solutions to data quality issues for complex projects
Strong interpersonal, oral and written communications skills demonstrated through successfully leading change initiatives and client facing engagements
Hands-on experience in preparing data quality plan and strategy.
Knowledge or experience with X12, XML and SQL Data analysis and pattern matching etc.
Experience in Requirement Analysis, Traceability, impact analysis and reporting
Experience in Defect Management - reporting, triage, root cause analysis activities

Nice to have skills/attributes: 
Knowledge or experience with provider, member, claim interfaces or data.
Business: Knowledge or experience with member lookups, provider lookups, referrals, prior authorizations, claim payment for medical, dental and/or pharmacy.
