Functional Job Title Business Analyst

SCOPE OF SERVICES
  1. Requirements Analysis:
  2. Identify functional and non-functional requirements for information technology projects and programs using industry standard analysis techniques such as data flow modeling, workflow analysis, and functional decomposition analysis.
  3. Prepare, review and update requirements, specifications, business processes and recommendations for proposed solutions using standard templates.
  4. Work closely with the senior business analyst, DOT business units and subject matter experts in definition, testing, training, implementation, and support of functional requirements.
  5. Solicit requirements through interviews, workshops, surveys, and/or existing systems documentation or procedures.
  6. Identify and document existing system deficiencies.
  7. Participate in meetings with both technology and business teams to facilitate the understanding, clarification, and implementation of requirements.
  8. Create/revise/own analysis artifacts and deliverables such as process maps, business requirements, business rules, user stories, user workflows, use cases, user interfaces, screens, and acceptance test cases.
  9. Understand client organization's direction, structure, business issues and data challenges.
  10. Define and/or contribute to roll-out strategies.
  11. Devise and participate in client training of new applications.

  2. Manage client expectations effectively.
  3. Communicate effectively with clients to identify needs and evaluate alternative business solutions with project management.

  2. Assist in the facilitation of team and client meetings.

  1. Technical Understanding:
  2. Possess understanding in the areas of application programming, database and system design.
  3. Understand how legacy and web-based systems interface with each other.
  1. Quality Assurance & Acceptance Testing:
  2. Define and set standards/templates for acceptance test cases, acceptance testing and test matrices.
  3. Define acceptance test conditions and develop accurate/complete test plans.
  4. Ensure issues are identified, tracked, reported on and resolved in a timely manner.
  5. Conduct acceptance testing efforts according to plan.
  1. Project Execution:
  2. Work independently with clients to define concepts and under direction of senior business analyst and project managers.
  3. Take inputs from supervisor and appropriately apply comments/feedback.
  4. Understand the necessity of project standards and apply them consistently.
  5. Understand how various issues affect each other and the outcome of projects.
  6. Develop internal and external meeting objectives and agendas.
  7. Prioritize multiple tasks effectively.

MANDATORY SKILLS/EXPERIENCE
• BA/BS Degree or equivalent, in a technology related field or other degree preferred.
• 2-5 years of experience in specifying, analyzing and documenting requirements for mission critical business applications in a web/client-server environment.
• Excellent verbal and written communication skills and the ability to interact professionally and confidently with a diverse group, executives, managers, and subject matter experts.
• Strong analytical, decision-making and problem solving skills to interpret customer business needs and translate them into application and operational requirements.
• Strong facilitation skills and proven experience at driving consensus across multiple stakeholders.
• Good presentation and leadership skills.
• Must be flexible and willing to undertake a wide variety of challenging tasks.
• Process-driven analysis skills and a background in various requirements elicitation methods.
• Proficiency with Waterfall, RUP and Agile SDLC processes.
• Team player who can establish excellent working relationships with peers and other teams.
• Ability to work on multiple projects as team member.
• Ability to estimate for delivery commitments.
• Utilize application development environments, tools and methodologies across multiple platforms.
• Experience using Microsoft Office Applications

DESIRABLE SKILLS/EXPERIENCE:
• Entry-level certifications and/or training in business process analysis for IT projects.
• Requirement analysis expertise with large permit management systems.
• Exposure to GIS -based information technology projects.
• Working knowledge of HTML, SQL, and database design.
• Experience with web-based applications, database query tools, and Microsoft Office products.
• Working experience with legacy mainframe integration and system improvement projects.
• Prior experience in federal/state/local government projects.
