Fingerprint Information System (FIPS)
Please provide a short description of the project:
This position is for a Project Manager High Expert to manage and provide technical assistance to the development team for the Fingerprint Information Processing System (FIPS). FIPS is the database of record for adoptive/foster parents, day care providers and mentors that require a criminal history background check be performed as mandated by law.
FIPS is a long-term application that is the hub for the Child Care Facility System (CCFS), Criminal History Review System (CHRS) and the LiveScan vendor to track applicant status as they move through the background check process. FIPS handles the notifications processing across multiple applications in a well-timed manner to the required endpoint. This process is extremely critical in providing all parties the appropriate information to keep the children secure and comfortable in their environments. The State and Federal mandates that require updates and enhancements continue to grow.
This position will also manage and provide technical assistance to the development team for the netForge onboarding initiative that provides technical support to applications looking to leverage and extend the platform. netForge is the platform of choice for all New York State .net applications.

Overall, this position oversees the project over the full life cycle, from origination through close out. He/she takes ownership of the project and provides leadership to the team.
Specific tasks include: develop the project plan, build the project team, develop the schedule using MS Project, maintain the schedule using MS project to track progress, manage resources, manage issues, manage risks, manage changes through a formal change management process, manage user acceptance of deliverables, facilitate meetings, prepare status reports, give presentations to management, and ensure adherence to project management standards and methodologies.
Perform complex development on a BizTalk messaging system moving data both internally and externally using advanced queuing and WCF web services.
Writing and tuning of complex Oracle PL/SQL and SQL.
Perform writing of complex stored procedures/triggers in an Oracle database utilizing PL/SQL
Manage user acceptance of deliverables.

Expert 84+ Months - Candidate is able to provide leadership of large teams and/or extensive industry experience and is considered at the top of his/her field.
84 months of experience in developing and maintaining schedules in Microsoft Project.
84 months experience supporting custom built complex applications utilizing .Net 4.0 or above.
84 months experience with Oracle PL/SQL writing packages, stored procedures and triggers.
84 months of experience in engaging in project communication including leading regularly scheduled project team meetings, preparing meeting summaries, facilitating meetings to resolve project issues, preparing clear and concise status reports, presenting project status briefings to IT leadership, presenting project status briefings to project steering committees and/or agency executive management
24 months of experience creating & maintaining complex BizTalk messaging systems that move data both internally and externally using advanced queuing and WCF web services.
24 months of experience in managing projects.
60 months experience writing and tuning of complex Oracle PL/SQL and SQL.
Bachelor Degree or higher.

Documentation will be up to date at all times in TFS and SharePoint. A weekly review will be a means of knowledge transfer.
