Please provide a short description of the project:
The New York State Department of Health (NYSDOH) Division of Epidemiology's Statistical Unit is charged to maintain and enhance the statewide Electronic Clinical Laboratory Reporting System (ECLRS), the Communicable Disease Electronic Surveillance System (CDESS), and the Electronic Syndromic Surveillance System (ESSS). These are mission critical electronic systems to effectively monitor and respond to over 75 reportable diseases and to other public health emergencies and inform statewide policy decisions.

Please provide a full listing of the day to day tasks to be performed by the Consultant (be descriptive and specific):
Program in the full range of Java EE web technologies, configure and support files required for the development of ECLRS lab survey tool; adding a new drug overdose syndrome to ESSS; creating database and development of a system to receive urgent care center data.
Participate in system design meetings, implement user requirements in the form of business rules, use cases and web page mockups.
Perform unit and regression testing scripts.
Provide system technical documentation.
Design data logic and physical models.
Develop codes using web service to interface with SAS server

- Analysis, design, coding, component and assembly testing of all application code owned by the Application Team
- Maintenance (including production support), enhancement and development work
- Write application software, data analysis, data access, data structures, data manipulation, databases, design, programming, testing and implementation, technical and user documentation, software conversions
Senior (60-84 months)
 Candidate is able to work without assistance and can provide leadership for others; may have advanced education

Requested Qualifications
60+ months experience in using WebLogic application server.
60+ months experience using one or more framework
60+ months experience in programming, using Java SE, JDBC, Java Servlets and JavaScript with relational database models
60+ months experience with relational database and SQL
60+ months experience in system specification and use cases documentation
48+ months experience in using web services
48+ months experience in unit testing framework and CVS source code control
