Please provide a short description of the project:
The Exam System Modernization (ESM) project sponsored by the Office of Information Technology Services (ITS) has been initiated to replace legacy systems used at the Department of Civil Services. The entire scope of the project includes replacing all the business processes and legacy systems currently used to support the examination services: examination planning and management; applicant management; test development, administration and logistics, scoring and analysis; and integration with existing systems. The full scope has been divided into two separate sub projects as the test management component is a niche function supported by limited vendors while the application and examination management components fit into more common human capital management (HCM) software platforms.
The scope of this HBITs is related to the implementation of the recently procured Test Management System. The system will be implemented to replace current Mapper, Cobol and ColdFusion systems used for test development, test administration, scoring, test arrangements and reporting.
Please provide a full listing of the day to day tasks to be performed by the Consultant (be descriptive and specific):
Project manager will perform the full range of project management tasks as defined by The NYS Project Management Guidebook, R2, such as, but not limited to:
•  Develop business case
•  Facilitate approval process
•  Develop project scope
•  Develop roles and responsibilities
•  Develop communication plan
•  Develop project plan/Work Breakdown Structure
•  Develop project schedule using MS Project
•  Maintain the project schedule using MS project to track progress
•  Manage resources, manage issues, manage risks, manage changes through a formal change management process, manage user acceptance of deliverables
Create Information Technology Investment Request (ITIR) and maintain project record within Information Technology Service Management (ITSM), a portfolio management system.
Clearly communicate expectations to team members and stakeholders and act as a liaison between these groups.
Facilitate meetings.
Prepare status reports.
Keep Executive Management appraised of progress.
Raise issues with Executive Management or Project Steering committees and propose solutions.

84+ Months: Candidate is able to provide leadership of large teams and/or extensive industry experience and is considered at the top of his/her field​
Requested Qualifications 
Minimum 84 months Project Management experience with PeopleSoft integration and implementation with HCM and Financials migration leading an application development team during the implementation and transition to maintenance.
Minimum 48 months Project Management experience implementing a Government test and assessment application COTS (Commercial-Off-The-Shelf) system.
Minimum 84 months Project Management experience overseeing a COTS vendor implementation to align contractual requirements, including requirements development, scoping, planning, testing, budgeting, deliverables reviews and security compliance.
Minimum 36 months Project Management experience working with NYS public sector organizations.
Minimum 24 months Project Management experience working with ServiceNow to track and report on project activities.
Minimum 36 months managing Tableau reporting project that includes requirements, proof of concept to delivery of reports with a Oracle Data Warehouse implementation.
Bachelor's degree.
