HBITS Consultant for STDMIS
Please provide a short description of the project:
Contractor is responsible for assessment of quality partner services outcomes. 
Please provide a full listing of the day to day tasks to be performed by the Consultant (be descriptive and specific):
Funding will support a contractor who will analyze and evaluate STD registries (including STD and HIV matched registries), prepare analytic datasets for evaluation purposes, conduct analysis of routine match results, develop innovative programming to map partner networks, and prepare reports summarizing the epidemiology of STD mono-infected, and STD/HIV co-morbid infections.  The contractor will establish templates for reporting performance metrics on integrated STD/HIV partner services outcomes in order to assure appropriate partner services outcomes; perform quality assurance activities for surveillance and partner services data; and, provide documentation including technical system documentation, user help and instructions guidelines.

Requested Qualifications

Certification as a Base SAS programmer for SAS v9
After receiving a Bachelor's degree, 60 months of experience in using SAS for data management and analysis.
At least 60 months of experience programming SAS/GRAPH, SAS/ODS, SAS/MACROS, SAS/SQL, PROC SQL, and PROC REPORT on a daily or weekly basis.
At least 24 months of experience conducting data analysis for sexually transmitted disease surveillance program.
At least 36 months of experience in Microsoft Office Access database management and analysis.
At least 36 months of experience in database management and analysis using other database management tools.
At least a Bachelor's Degree in Science, Statistics or Epidemiology, or any related field of science.

What type, or manner, of Knowledge Transfer is requested during the engagement?
Modified and newly developed SAS codes, quarterly   and annual statistical reports to be provided to Infertility Prevention Project providers. The Programmer will provide a list of modifications to the SAS Programs at the end of the year as a summary documentation of performed activities.
