Functional Job Title                Program Manager
SCOPE OF SERVICES 
Project Management Office (PMO) to supplement existing staff, manage the planning, design, development, and implementation of information technology projects, contribute to strategic planning through portfolio management, and provide assistance with PMO operational enhancement activities
SPECIAL REQUIREMENTS
A minimum of a bachelor's degree in one of the computer science fields or in management information systems or four years of work experience in information technology, systems analysis, management analysis, program planning, program research, or program evaluation. 

Mandatory Skill/Expertise
Ability to communicate effectively (verbally and in writing) with technical and Department staff
Experience developing and maintaining custom database driven web-based applications in the Salesforce environment;
Project Management Professional certification;
IT business or industry work experience;
Project management experience;
Experience managing projects in accordance with the PMI's standards as presented in A Guide to the Project Management Body of Knowledge (PMBOK Guide);
Experience developing program or project strategy, business cases and enterprise-wide project plans; and
Experience managing highly-complex enterprise-wide; and program(s) consisting of multiple projects.
Desirable Skill/Expertise
Experience communicating with IT leadership and business leadership;
Experience in portfolio management and related project portfolio tools and processes
Experience working with a Project Management Office;
Experience facilitating requirements gathering and Joint Application Design sessions;
Experience with State Purchasing rules, processes, and documentation;
Experience collaborating with Client purchasing processes and practices;
Experience managing documentation in MS SharePoint;
Experience managing projects for the Client's PMO; and
Experience with the Client ISDM or SDF.
