HIE – Health Information Exchange
Please provide a short description of the project:
The OMH HIE  Funding will address the creation of ADT Admit, Discharge, and Demographics Change messages as well as other non-ADT events from the MHARS system in real time to the Healthix RHIO by expanding transport mechanism to include support for UPHN Full Node  and Direct.
Please provide a full listing of the day to day tasks to be performed by the Consultant (be descriptive and specific):
1. Develop and implement strategies that optimize efficiency and data quality at the Database level.
2. Develop and implement ways to efficiently distribute the data.
3. Designing and developing Oracle database objects such as tables, triggers, and stored procedures for the applications.
4. Documentation: Preparing various documents like User Documents, Process Flow Diagrams and Database Schema Diagrams
5. Attend and occasionally lead joint application design sessions with other staff members.
6. Assist in Data exchange between various systems.

Position Mandatory Qualifications
Programmer
- Analysis, design, coding, component and assembly testing of all application code owned by the Application Team
- Maintenance (including production support), enhancement and development work
- Write application software, data analysis, data access, data structures, data manipulation, databases, design, programming, testing and implementation, technical and user documentation, software conversions.
 Expert – 84+ Months Experience -
Candidate is able to provide leadership of large teams and/or extensive industry experience and is considered at the top of his/her field

Requested Qualifications 
84 Months hands-on experience in developing Oracle database schemas, tables, procedures and permissions, along with developing complex SQL queries.
84 months hands-on experience in creating both SOAP and/or REST Services.
84 Months hands-on experience in programming Java applications from specifications expressed by use cases, class diagrams, interaction diagrams and sequence diagrams. 
24 months of the experience in Java applications from specifications expressed by use cases, class diagrams, interaction diagrams and sequence diagrams must be with Oracle WebLogic
84 months hands-on experience performing data analysis.
48 months experience using JavaScript or other scripting languages and an understanding of CSS and Responsive displays
60 Months hands-on experience using Hibernate, myBATIS or other Object Relational Mapping framework.
36 Months hands-on experience in WebLogic Remote Portal (WSRP) application development using WebLogic Portal Framework.
