Juvenile Justice Information System (JJIS)
Please provide a short description of the project:
The Division of Juvenile Justice and Opportunities for Youth (DJJOY) Juvenile Justice Information System (JJIS) is a web-based application using .Net technology. It tracks juvenile justice youth through detention facilities into OCFS placement where they go through Intake, Residential, and CMSO (community multi-service organizations) programs and services, and also provides an automated financial/billing module. It includes a sub-system, the Automated Restraint Tracking System (ARTS), to track restraints at juvenile justice facilities as well as foster care voluntary agencies.
 This position will work on continued report design and development for JJIS and other OCFS system as needed. This position will also provide continued assistance with requirements and design for the juvenile Justice data mart to facilitate continued development of the single point of inquiry for all juvenile justice data within OCFS. Additionally, this position responds to all Agency ad hoc inquiry requests and technical development of new requirements.

Daily Tasks include, but are not limited to, participating in a team approach:
Under the direction of the Technical Lead\Project Manager, working with core technical team members and other project stakeholders and providing leadership throughout the System Development Life Cycle (SDLC).
Model mission critical reporting requirements in IBM Cognos 10.2 including all layers of the model and package development and securing models for data level, object level and package level security
Create advance level reports using Cognos 10.2 or greater which include several pages with conditional formatting and joining multiple queries to produce a single dataset for reports
Create business requirement documentation (BRDs) that detail the technical requirements and deliverables for reporting structures, reports, dashboards, and ad hoc tools in accordance with the requirements and protocol of the ITS EIM Division
Assist in developing logical and physical dimensional data model reporting requirements and providing assistance in understanding the data requirements for proposed reporting.
ensure requirements are thoroughly and accurately documented to design and develop analytics and reports for improved business processes that enable the organization to achieve its goals.
Perform unit testing, creating and executing test scripts, scenarios, and test plans, to validate initial business requirements and report output through the DEV, QA, and PRD migrations testing for accuracy correcting all identified bugs, and obtaining sign off on deliverables.
Perform complex SQL coding to facilitate reporting and testing functions and writing oc complex stored procedures/triggers in an Oracle database utilizing PL/SQL
Perform complex VB.Net coding in a CSLA environment
Assist with responding to ad hoc data requests.
Mentor State staff and other contract resources as required.
Provide trouble shooting and end user support and problem resolution as needed.

Position Mandatory Qualifications
Programmer
Analysis, design, coding, component and assembly testing of all application code owned by the Application Team.
Maintenance (Including production support), enhancement and development work.
Write application software, data analysis, data access, data structures, data manipulation, databases, design, programming, testing and implementation, technical and user documentation, software conversions.

Requested Qualifications 
84 Months Demonstrated hands-on experience with authoring and maintaining reports using IBM Cognos Business Intelligence 8.4 or higher suite of tools against relational, dimensional, and transactional databases.
60 Months Demonstrated hands-on experience using Framework Manager and authoring\maintaining reports using IBM Cognos Business Intelligence 10.2 or higher suite of tools against relational, dimensional, and transactional databases.
84 Months Demonstrated hands-on experience writing complex SQL objects for querying and development of reports and data analytics.
84 months Demonstrated hands-on experience with PL/SQL writing packages, stored procedures and triggers.
72 months Demonstrated hands-on experience developing data models, data mappings, data migrations and assisting in data warehouse design in Oracle environment for Cognos data analytics and report development.
72 months Demonstrated hands-on experience developing N-Tier applications.
60 months Demonstrated hands-on experience with design & developing of Cognos cubes for analytical reporting
60 months Demonstrated hands-on experience with JavaScript coding to enhance Cognos functionality and implement data validations for Cognos 10.2 reports.
60 months Demonstrated hands-on experience with Team Foundation Server with Cognos SDK.
Bachelor's Degree in computer science, mathematics, business intelligence, or information science.
