NYS Health Benefit Exchange Project

New York State of Health (NYSOH) is New York's official health plan marketplace established by Executive Order No. 42. Development and design of the marketplace is funded with federal Exchange establishment grant funds. The hourly based IT resources requested are needed to support the on-going design and development of information technology systems consistent with federal regulations and state and rules.
Please provide a full listing of the day to day tasks to be performed by the Consultant (be descriptive and specific):
The Business Analyst will work closely with NYSOH program staff, vendors and other stakeholders to define requirements for the NYSOH. The Business Analyst will apply a wide range of specialized knowledge, skills, tools and techniques to elicit, analyze, communicate and validate requirements for the NYSOH. The Business Analyst will work closely with NYSOH program staff and other stakeholders to define requirements for Individual Eligibility and Enrollment, SHOP (Small Business Marketplace), and Customer Service aspects of the NYSOH. Specific duties include:
Lead requirements gathering meetings to elicit functional requirements from business users to define system functionality
Analyze, develop and review process flow charts and other business documentation to define business processes
Document complex functional requirements in a thorough and clear formal requirements document
Consult with and advise department staff during the technical design process.
Analyze, review and comment on design specification documents
Analyze, review and comment on technical documentation such as interface control documents
Lead and participate in stakeholder review meetings for requirements and design specification documents
Coordinate and document resolution of requirements and technical design comments and gaps with business and vendor staff
Provide guidance in the development of test scenarios
Perform software testing as needed including specifying test scenarios and test cases, executing tests, and analyzing and documenting defects in a defect management system
Provide guidance for the development of internal software training documents
Bring the ability to work on complex software in a fast-paced, high volume work environment
Utilize effective communication and facilitation skills to reach consensus among stakeholders
Deliver clear, specific and respectful oral and written communications to business owners, IT program team members and management

Position Mandatory Qualifications
Manages small to medium-scale business analysis work or projects with distinct deliverables to a solution.
Senior: 60 - 84 Months
Candidate is able to work without assistance and can provide leadership for others; may have advanced education
A Bachelor's degree in Computer Science or a Bachelor's degree with At least 72 months of professional business analysis experience with large scale complex software in an Information Technology position.
At least 72 months of professional experience using recognized business analysis methodologies to elicit requirements from business users as the foundation for the solution to the organization's business needs.
At least 72 months of professional experience analyzing business processes, developing business process flow charts and creating business use cases.
At least 60 months working with Health Insurance or the Affordable Care Act or Medicaid is highly desirable.
At least 60 months of professional experience analyzing and developing reporting needs/reports from three perspectives: senior management, power user, ad hoc using industry standard (e.g. Cognos) reporting software
At least 72 months of professional experience oral and written communications to business owners, IT program team members and management.
At least 60 months of professional experience developing well-constructed test scenarios and test cases against documented design use cases, performing testing, executing basic SQL as needed, reviewing results and documenting defects using a defect management tool.
