Analytical Skills
 
  • Ability to write, review, and analyze complex specifications for deliverables, enhancements or error correction for appropriate interaction between existing computer program routines.

  • Ability to analyze and identify errors in pre-existing Cache`ä code

Technical Skills
 
  • Demonstrated experience with the development of systems using Intersystems Cache`ä
  • Experience in Object and Relational database design
  • Mumps coding
  • Experience with Cache Weblink, connecting a web server to a Cache Database
  • Demonstrated experience with the development of web-based applications
 
The following knowledge and experience are required:
 
  • Knowledge of object-oriented technology
  • Experience using HTML
  • Experience using JavaScript
  • Experience using Cache`ä  Server Pages
  • Experience using SQL
  • Experience using Crystal Reports
  • Experience with health applications
  • Knowledge of business processes in the medical field
  • Experience and expertise in the development of programs that use soundex software, Search Software America, and in the configuration of the SSA software to meet Florida SHOTS requirements.
  • Experience with Object Oriented Programming (OOP) and Object Oriented Design (OOD)
  • Experience with end user support. This must include Cache client application support
  • Excellent verbal and written communication skills
  • Ability to communicate effectively with technical and user staff
  • Ability to troubleshoot communications when necessary
  • Experience using the Rational Unified Process or with UM in the development environment.
  • Name search software experience is critical.
 
  1. Education
 
Education shall be documented to support the requirements in section 3 Knowledge Skills and Abilities for Cache Developers
 
The bureau prefers candidates that have documented successful education and experience with information systems development and specifically the InterSystems Cache product.
 
  • At least five years experience in developing code using the InterSystems Cache product.
  • Minimum of bachelor¿s degree in management information systems preferred; however, experience in writing code using InterSystems Cache may be substituted on a year-for-year basis for the preferred education.
  • Preference will be given to candidates¿ who have completed educational courses specific to developing code in on an Intersystem Cache platform.
 
Bachelor¿s degree in management information technology field preferred but experience may substitute on a year-for-year basis for preferred education.
 
  1. Tasks
 
The selected candidate is expected to perform task supporting the immunization registry which will include some combination of the task listed below.
 
  • Contractor will be required to attend regular conference calls.
  • Provide technical support for all components of Florida SHOTS.
  • Develop code according to DOH standards.
  • Research technical solutions and provide recommendations as needed.
  • Provide technical support for all components of Florida SHOTS
  • Development and maintenance of Private Provider application interface for Florida SHOTS registry.
  • survey capacity of Florida SHOTS application and infrastructure
  • identify viable candidate EMR/HER system(s) for early adoption a/o pilot program(s)
  • Perform ¿gap¿ analysis to determine development requirements for both IIS and EMR/HER system(s).
  • Establish qualitative and quantitative goals for ¿proof-of-concept¿ pilot/operational demonstration.
  • Develop detailed plan for design, development, testing, acceptance, to establish significant and meaningful operational status for candidate practice(s) and for candidate EMR/EHRs during the project timeframe.
  • Develop documentation as requested
  • Develop timelines as requested.
  • Continue to provide support, on-going maintenance and required modifications to integration applications already in production.
  • Provide research and analytical services for new projects as they emerge.
  • Work within the constraints of HIPAA policies on security, privacy and code sets.
  • Conduct Pilot projects and research into new technologies to support current processes as needed.
  • Design and develop a Cloverleaf integration according to project business rules.
  • Evaluate and recommend improvements to the Cloverleaf integrations already developed.
  • Performance tuning recommendations for Cloverleaf integrations.
  • Evaluate other integration tools and determine their usefulness in the DOH environment.
  • Create all technical documentation associated with project.
  • Maintain accurate and detailed accounting of hours worked and tasks completed for each project.
  • Generate weekly status report.
  • Complete other tasks as assigned.
  • Support and work with BOI, project team, technical resources, and other projects as needed, to effectively develop, test and implement enhancements.
  • Follow DOH IT standards and practices to ensure the integrity and quality of project artifacts.
  • Mentoring of other team members, DOH Staff / Consultants, as required by DOH for the purpose of transitioning project products to and from the testers to the developers or the business office.  This is not formal training.
  • Other deliverables as determined by the Project Director or Project Manager.
  • Consultant(s) will supply a weekly status report for work performed during each week for the contract duration. This status report will contain, the consultants¿ name, period ending, date submitted, accomplishments for the period being reported and also the planned activities for the upcoming period. This report must be submitted to the Department Contract Manager, prior to the Department¿s acceptance of an approved invoice being submitted.
  • Report to the Project Director and Project Manager assigned to the project.
