Grid Management System Project Manager
Location: Rosemead, CA
Duration: 12+ Months
The Grid Management System (Client) is an operational system under the Grid Modernization program that falls under the Investment Category of Reliability & DER Integration Enablement. The Client system is a robust solution that is required for reliable operations of the distribution network, facilitation of DER integration (high PV penetration Area/circuits) and also for strategic projects (e.g. Microgrids). SCE has an urgent need to deploy the Client system by Q3 2019 to provide Basic DER Management Functions, Outage Management functions and to provide situational awareness of DER's. One of the technical tracks under Client is Substation Automation (SA) that enables field automation to control and monitor substation devices and back office automation for device management and other functions. There are multiple deployments scheduled under this track in Q2-Q3 2018 and hence the project requires a Project Manager to manage the project and track towards the Q2-Q3 2018 deployment timeline.
• Provide Project management services to maintain the implementation schedule for the Substation Automation track under Client
o Help maintain Client work stream-level WBSs and milestone schedules
o Assess impacts to the Client WBS and milestone schedule due to individual work stream performance and change requests
o Help maintain scope and schedule alignment between the Client implementation and the overall Grid Modernization program
o Support project planning and execution of the Substation Automation track:
Assist with scheduling of Project Kick-off Meeting, workshops, on-site testing, training courses, document reviews and status reviews.
Assist with Coordination of SCE support for integration, testing, installation and deployment
Development and monthly updates to the Risk Management Plan
• Develop and support reporting functions for the Substation Automation track under Client
o Interface with work stream project managers and key vendors to obtain and report out monthly status updates on their WBS, milestones, accomplishments, risks, issues and financial performance
o Support the preparation of materials for monthly executive briefings
• Provide IT support for implementation of the Substation Automation track under Client
o Facilitate meetings, decision making, and other day-to-day activities including completing the various monthly report outs
o Support maintenance and implementation of SA, including change control, gating, new work stream selection and other identified processes including:
Support the preparation the site (lab or field) for product installation
Facilitate providing Substation Automation Use Cases to suppliers
Provide integration requirements and guidelines to suppliers
Assist with providing the communication network (wired and wireless) and other SCE IT infrastructure as may be required
o Support SCE to procure:
Equipment, software, firmware and services, as required, to support, installation, configuration, testing, commissioning, maintenance, system integration, and verification of Substation Automation projects installed at an SCE facility in Southern California.
Complete documentation including system design, test plans, test procedures, training materials, operations and maintenance manuals, etc.
• Support development and implementation of the communications framework
o Substation Automation communication framework that identifies communication objectives to different stakeholder groups, identifies specific internal and external stakeholders, and identifies short and long-term deliverables
