Resource must possess a DoD Secret Security Clearance.


1Scope
 
This statement of work (SOW) defines the engineering and technical resources required for the design, engineering development, fabrication, and test of the SENSOR Messaging Test Suite (SMTS) in support of the Space Situational Awareness Operations Demonstration (SSA Ops Demo) project. This SOW addresses the staffing requirements for executing the next phase of SMTS development to attain success in demonstrating new sensor system capabilities.
 
One mid-level software engineer is required by the SSA Ops Demo project to continue development of the SMTS. In addition to providing software development support of the SMTS, the engineer is expected to support integration and test tasks, create software/systems engineering artifacts, and support general Subject Matter Expert (SME) responsibilities related to use of the SMTS and the serial Advanced Data Communications Control Protocol (ADCCP) messaging domains for the Eglin and GEODSS systems.
 
Background
The SMTS development task is a supporting component of the current Integrated SENSOR Test Environment (ISTE) predecessor project. The SMTS development task was initiated to design, develop, and produce a message injection test suite for use with mature, legacy radar and electro-optical (EO) sensor systems. The radar and EO sensor systems are being modified on a prototype demonstration basis to support a specific set of emerging technology capabilities.
To date, the SMTS task has produced a highly capable and robust test suite routinely used in the execution of development and test activities for two sensor systems.
 
3.3 General Requirements
3.3.1 Software Engineer
3.3.1.1 Shall be an expert object oriented (OO) software engineer.
3.3.1.2 Shall have experience in software development on the Microsoft Windows 7 computer platform.
3.3.1.3 Shall have experience in software development using the Eclipse IDE.
3.3.1.4 Shall be capable/experienced in the production of software engineering support artifacts to include written and oral communication.
3.3.1.5 Shall be capable at a minimum of producing technical papers, class diagrams, pseudo code, state diagrams, flow charts, software architecture diagrams, and sequence diagrams.
3.3.1.6 Shall be experienced and capable of hosting/participating in technical meetings and discussions, to include technical presentations.
3.3.1.7 Shall be experienced and fluent in the JAVA programming language at the expert level.
3.3.1.8 Shall have experience developing user interfaces (UI)s in support of DoD software applications for the development of military sensor systems.
3.3.2 Domain Specific Engineering
3.3.2.1 Shall have expert knowledge and experience developing messaging applications for the Advanced Data Communication Control Procedures (ADCCP) protocol.
3.3.2.2 Shall have expert knowledge and experience in the development of software and network interfaces specific to Protogate Corporation Cube and Freeway equipment.
3.3.2.3 Shall have expert knowledge and experience in the development of software to produce/receive/process ADCCP messages for the AN/FPS-85 Phased Array radar system.
3.3.2.4 Shall have expert knowledge and experience in the development of software to produce/receive/process ADCCP messages for the Ground-Based Electro-Optical Deep Space Surveillance (GEODSS) system.
3.4 Software Engineering/Development
3.4.1.1 The software engineer shall develop the capability for the SMTS to generate and ingest a new set of required Eglin weapon system ADCCP protocol messages.
3.4.1.2 The software engineer shall develop the capability for the SMTS to generate and ingest a new set of required GEODSS weapon system ADCCP protocol messages.
3.4.1.3 The software engineer shall provide documentation inputs for inclusion in the project Interface Description Document (IDD).
3.4.1.4 The software engineer shall work as an Integration and Test team member to support integration and test of the new Eglin and GEODSS weapon system messages with their respective weapon systems.
3.4.1.5 The software engineer shall support Integration and Test of the new weapon system capabilities as an operator of the SMTS system.
3.4.1.6 The software engineer shall produce and maintain all documentation relevant to the software design, software description, and operation of the SMTS system.
3.5 Environmental, Safety and Health Requirements
3.5.1 The Subcontractor shall comply with applicable federal, state, and local Environmental, Safety, and Health (ES&H) regulations.
3.5.2 The Subcontractor shall protect personnel, property, equipment, and the environment in all activities undertaken in support of this effort.
3.6 Quality Control Requirements  Not Required
3.7 Security Requirements
3.7.1 The software engineer shall possess a current DoD SECRET security clearance.
3.7.2 The software engineer shall attain a Security Plus certification within 30 days after contract award.
