Major IT Investment Management and Capital Planning Lead

 Overview:
Provide IT Lifecycle and Investment Management oversight to the DOT National Highway Traffic Safety Administration (NHTSA) Artemis IT investment as the system undergoes a major redesign and "upgrade” to OMB "Major” classification.

Statement of Work (SOW): Promote application of the DOT Enterprise Program Management Review (EPMR)
 
Job Responsibilities      
Framework and development of the associated artifacts, including population of base required artifacts.  Deliver Earned Value Management (EVM) and other investment management reports, briefings and supplemental documentation for the Integrated Project Team (IPT) and program leadership.
Support the development and maintenance of CPIC artifacts in coordination with the NHTSA CPIC team and Artemis Project Manager.  Use the OST Corporate Investment Management System (CIMS) to establish baseline program performance milestones and provide monthly updates to progress to support OMB IT Dashboard website reporting.   Coordinate with OST CPIC/IT Governance Teams on management and reporting of Artemis Investment performance, including developing responses to OMB/OST data calls.
Support and coordinate IT Governance activities of the Artemis Modernization program, such as preparing and presenting Artemis updates to the NHTSA Technical Review Board (TRB) and Investment Review Board (IRB).  Recommend corrective actions and re-planning/re-baselining activities to resolve any Artemis performance issues. Client will document and post meeting minutes for Artemis Modernization investment management meetings.  Local candidates only.  Client background investigation required.
 
Education: Bachelors or equivalent work experience
