 Statement of Work:
MANAGER IT SERVICE/DELIVERY:   Incrementally deliver integrated scalable, extensible and service based framework which efficiently enables rapid development, deployment and evolution of advanced mission applications and analytics.  Scope includes all work activities necessary to implement, operate and maintain the framework within the ICITE environment. 
Task Description:  
Directs, manages, leads, and coordinates the integration of existing and/or new Information Technology solutions according to requirements of one or more functions and/or IT transformational activities.
Establishes functional business plans and technical project/program objectives to meet the short- and long-term goals and metrics of the organization.
Applies expert subject matter knowledge to manage staff activities in solving most complex business/technical issues within established policies.
Researches, designs, develops operates and maintains support services for existing and new business applications and/or information systems solutions through integration of technical and business requirements per standard Client IT process methodology (such as ITIL and ITSM).
Applies developed subject matter knowledge to solve common and complex business issues within established guidelines and recommends appropriate alternatives. Works on problems of diverse complexity and scope.
May act as a team or project leader providing direction to team activities and facilitates information validation and team decision making process.
Exercises independent judgment within generally defined policies and practices to identify and select a solution.
Must be able to work with business functions, geographies  and focused solutions.
Strong written skills and real experience of working in key business relationships.   Ability to handle most unique situations.
Required skills/Level of Experience : 
Active TS/SCI security clearance required
Amazon Web Services Working Experience with C2S, DI2E, GovCloud
Big Data Applications (Hadoop HDFS, Accumulo, Spark, Streaming, Kafka, Cassandra)
Development Operations and related tools (JIRA, Confluence, Jenkins, Docker, Ansible, Chef, Kubernetes)
Nice to have skills: 
DoD/IC experience with systems engineering in the process areas of Architecture, Requirements, Portfolio Management, or User Engagement
Demonstrated experience providing support to all aspects of system development from analysis of needs to verification of system performance
Awareness and use of key community reference models/frameworks (DoDAF, JARM, FEA-CRM)
Experience in the following technologies/languages/formats (Desired)
Development/Working knowledge of Amazon Web Services with experience in C2S, DI2E, or GovCloud
Working knowledge of at least one of the following: Python, R, Scala, Perl or GeoPython
Working knowledge in at least one of the following: Java, C++, C#
Experience with iterative development and software CM processes and tools
