Educational Requirements BS/BA

Required/Must have Skills/Experience:
  • Minimum 5 years of experience in a data analyst role, in support of Health Analytics applications
  • Prior Health IT experience in CMS or HS
  • Functional knowledge of CMS IT XLC (Expedited Life Cycle), MIDAS (Multidimensional Information Data Analytics System), ACA (Affordable Care Act), Health Insurance Portability and Accountability Act (HIPPA)
  • Experience with analyzing data used for supporting ACA, Federal Healthcare Exchange or State Healthcare Exchange
  • Prior experience analyzing health insurance plan data, eligibility data, enrollment data, insurance payment data and appeals data
  • Prior experience and knowledge with analyzing, classifying and protecting PII, PHI, HIPAA data
  • Experience working in Data Warehouse, Big Data and AWS environments
  • Ability to perform acquisition, management, manipulation, and analysis of complex data sets.
  • Experience providing analysis, documentation, design and modeling support for the compilation of a system capabilities analysis
  • Performs data collection, analysis, interpretation and management duties
  • Experience developing rules and methodologies for data collection and analysis
  • Require expertise in completing data models, understanding data manipulations, and database design development
  • Experience with database design, administration, security, and maintenance.
  • Advanced understanding of efficient manipulation of XML and other standard file formats and the ability to build and maintain temporary databases or data structures necessary to analyze and troubleshoot issues with current and planned data sources
  • Advanced experience with SAS, SPSS, or other statistical packages is desirable for analyzing large datasets
  • Advanced SQL programming skills required; Adept at ad hoc queries and report writing.
  • Advanced experience in developing graphs, ad hoc reports, and presentations of project results is required. 
  • Ability to perform basic statistical analyses required
  • Experience in data mining techniques and procedures. 
  • Expertise in identifying, analyzing, and interpreting trends or patterns in complex data set
  • Document and develop business definitions, rules, system of record, process and other integrity issues on a case by case basis
Preferred Skills/Experience:
  • Developing project work plans, and managing the execution of these work plans, including communicating technical and budget risks to project leadership
  • Lead in establishing and operating a data analytics lab environment that can be used to analyze and evaluate incoming data from many disparate data sources to inform data modeling and ETL design decisions for large data integration projects.
  • Experience working with large datasets, and at least 5 years of SQL and SAS programming in administrative claims data or health insurance claims data
  • Experience and knowledge of data analysis and data management techniques using SQL, SAS (and other databases, SPSS, STATA, R , Access, Excel)
  • Skilled in all aspects of data processing management and quantitative analytics
