Overview:
Track the commitment, obligation and administration of funds from the inception of the contract through closeout or payment of the most recent invoice for active contracts to determine whether OJC is appropriately following appropriation law and contract requirements according to Federal Acquisition regulations as well as internal Department of Labor policies for all of the transactions. Perform analysis through review of each contract award document and identify if the dates are reflected with appropriate period of performance. Provide appropriate recommendation for remediation of the discrepancy. CPA candidate preferred
Technical Skills Skill Years/Level of Experience
Mandatory Perform tracking commitments and obligations, reviewing contracts, modifications, invoices etc. and ensuring appropriate fiscal authority, preparing financial reports, performing financial data analysis, auditing closeout procedure, and supporting ad hoc tasks requested by the program office.

Thorough knowledge of Federal financial accounting and/or audit, review or accounting of federal contracts or grant. 5+ years
Contracting field or related experience 5+ years
Demonstrated experience in Federal Accounting at a Cabinet level agency 5+ years
Preferred Ability to conduct account reconciliation 5+ years
Experience with Federal Acquisition Regulation and Appropriation Law 5+ years
(in order of preference) Certified Public Accountant preferred

Job Responsibilities:
  • Track commitments and obligations from contract inception through closeout or from invoice payment
  • Review associated contract modifications and financial system data
  • Review invoice to make sure appropriate fiscal year or program year authority
  • Review various invoice payments
  • Review and identify whether invoice payments are using appropriate contract year fund to cover services rendered in that contract year

Education: Bachelor's Degree in Accounting; Certified Public Accountant preferred
