Project Manager NRCS PMO EVM

Seeking a motivated individual with strong communications, organizational and IT management skills. The individual will work in a PMO team for a federal client to coordinate across different IT projects on Risk, Cost, Schedule, Business, and Architecture impact. Serve as the IMS and EVM subject matter expert to establish best practices using MS Project Online and Oracle Primavera for alignment with OMB, USDA and NRCS policies and requirements. Contribute to the PMO process implementation and ensure that information concerning content (e.g., deliverables, risks, issues) passes to and from sponsors.

Task Description:

• Provide day to day support to investment and project managers as assigned in areas including risk management, earned value management, scheduling, metrics development and tracking, CPIC reporting, and other components of project management.
• Provide high level and day to day support for all aspects of the Pre-Select and Select phases of portfolio management including guiding and evolving the process of collecting business needs, elicitation of technical requirements, assistance in preparing cost models, preparation of project proposals to the IRB, preparation of IRB support materials using a variety of software tools, as well as IRB meeting logistics.
• Support the NRCS PMO in its efforts to mature into a center of excellence for project, program, and portfolio management.

Required skills/Level of Experience :

• 7-10 years in a project, program, or portfolio management role.
• Experience in applying project management principles and best practices including risk, earned value, and schedule.
• Broad knowledge of interactions among project management, cost estimating, and budget.
• Familiarity with the OMB Capital Planning and Investment Control process.
• PMP certification.

Nice to have skills:

• Experience in a federal investment or project management environment.
• Working knowledge of MS Project and Oracle Primavera.
• Awareness of federal budgeting processes.
• Awareness of enterprise architecture management principles, especially as they pertain to the Federal Enterprise Architecture models.
• Prior hands-on experience supporting the creation of IT cost models (spend plans) and project cost estimates.
• Prior experience supporting high level decision making boards.
