Job description:
The Regulatory Change Management (RCM) program team within Client's Enterprise Program Management group is looking for a contractor for a long-term period, up to 18-24 months, to manage / develop processes and procedures for an enterprise-wide regulatory change management program. The program will span across Legal Affairs, Compliance, Global Government Relations, Risk, all business lines, and various corporate functions.  Responsibilities include advanced program and project management as well as process development and reporting. The program manager will be required to interpret and present data to different levels of management, and communicate with a diverse set of executive stakeholders. 
The candidate will have exceptional program reporting experience and the ability to collaborate and communicate effectively across functional areas in a matrix environment and with various levels of management.  The candidate must possess superb excel skills to consolidate data from different sources and consolidate the information to produce results in the desired presentation form. 
Summary of responsibilities:
  • Manages establishment of RCM project framework, including establishing and facilitating working groups and the program steering committee
  • Develops and maintains comprehensive program plan including identifying, documenting, and coordinating interdependencies to ensure timing and alignment of deliverables
  • Coordinates process gap analysis to identify improvements to enhance current process
  • Supports review of various vendors to enhance current input of new/changed laws and regulations
  • Facilitates steering committee updates and review of recommendations for decisions  
  • Develops and maintains action plans to support process enhancements
  • Facilitates pilot of enhanced processes including determining the pilot group, developing and executing on the program plan, and compiling lessons learned to be incorporated into the enterprise-wide change initiative
  • Manages development and review of law and regulations end-state inventory and coordinates development and execution of enterprise program implementation plan
  • Coordinates development of new and existing processes for oversight and annual review
  • Builds relationships with executives / staff and areas across the organization
  • Manages teams of project managers, vendors, workstream leads, and SMEs in a highly matrixed organization
  • Ensures communication, coordination of activities, and issue resolution amongst core team members, senior management, and other stakeholders
  • Manages program in alignment with Enterprise Program Management principles and standards including: program project plan development, risk/issues management, action tracking, meeting management, steering committee facilitation, and routine status and executive reporting
  • Manages program closure including facilitating lessons learned session, conducting project and financial close, and preparing for post-implementation review
Required experience
  • 10-15 years related work experience successfully managing large, complex regulatory compliance programs with rigor and detailed orientation
  • Understands enterprise and industry perspectives with a strategic vision
  • Experience in creating C-level communications for senior management information and decision making
  • Prior consulting experience and / or general business management experience
  • Strong analytical, problem-solving, and organizational skills
  • Experience coordinating enterprise-wide initiatives
  • Excellent interpersonal and analytical abilities
  • Experience in investments, financial services, or insurance industries
Preferred experience
  • Experience managing regulatory programs for the banking or insurance industry
  • Experience/familiarity with insurance products and business
  • Formal risk management experience
  • Adept at leading distributed, global teams
  • PMP, with Agile/Lean experience
