Project Manager - Cyber Security

Allstates Consulting Services is seeking a Project Manager – Cyber Security to assist our client on a long-term contract in Atlanta, GA (Buckhead area).

Our client is currently integrating a number of disparate security-related projects into a single program to support client wide Cyber Security objectives. The Project Manager will be working for and on the Enterprise Security Risk Management Team's Cyber Security Project in the Capital Improvement Program (CIP) and provide subject matter expertise to the Client in the development and implementation of a comprehensive cyber-security program.
The Project Manager will work to facilitate a cross functional team with planning, and coordination to incorporate cyber-security into Legacy, In-Progress, and Pre-procurement for all Authority networks, including but not limited to control systems, enterprise systems, compliance system
and other critical security related systems in the Authority.

The PM's efforts will support existing efforts and add new projects to increase the client's cyber-security profile.

QUALIFICATIONS
  • Bachelors or Master's Degree in Computer Engineering, Electric Engineering, Computer Science or an equivalent relevant technical degree and professional experience.
  • 8 years or more Project Management experience
  • Working knowledge of:
    • Payment Card Industry (PCI)
    • Supervisory Control and Data Acquisition (SCADA)
  • Cyber-security criteria in design and operation of control systems is necessary
  • Exposure to industry cyber-security standards such as from:
    • NIST 800 series, NERC CIP, or ISA.
  • Hands-on knowledge of various IT solutions, Security-related concepts and solutions and Project Management.
  • Familiarity with scoping projects resources, Vendor engagement and writing Statements of Works (SOW), Request for Proposals (RFP's) and reporting to upper management on status, project risks and issues.

Deliverables
  • Develop and Initiate, where feasible, a comprehensive cybersecurity plan(s) for prioritization of products implementation and across the Client's Networks
  • Manage the overall efforts of the team to plan for, prioritize and implement corrective actions to resolve the findings of various internal and external audits
  • To meet regularly with the Project Security Champion, Project stakeholders or Manager appointed designee to ensure the scope, schedule, budget and project objectives are met
  • Assist in development of operational projects to support the execution of the overall cybersecurity strategy
  • Help coordinate incident remediation, departmental training sessions, internal and external audits and compliance requirement
  • Participate on committees to strategize, develop, and roll out agency wide programs Cybersecurity training, configuration management, incident response and cyber access control
Additional Details:
Consultant should submit a weekly Progress Report in Oracle inclusive of all deliverables completed in this contract, along with the time that is billed for the week.
Consultant will provide monthly Status Report to the Project Manager detailing their milestones, challenges and significant updates.
This is a 37.5 hour per week work week onsite; 1400 +/- hour effort over the next 9 months (until June 30th) w/ likely extension year-to-year.
