The Department of Veterans Affairs (VA) requires the ability to efficiently identify, integrate and manage secure cloud computing services on an ongoing basis. CSRA will serve as an enterprise cloud services broker (ECSB)/integrator to manage a portfolio of cloud computing services across multiple vendor and internal VA offerings, supplying VA with a flexible solution and achieving all the advantages of cloud computing services. VA network supportability, network design and application hosting configuration must all be brought into alignment with modernized service delivery to create confidence in service quality across the VA enterprise. The integration of all aspects related to cloud service delivery quality and compliance is the focus of this program.

CSRA requires an Operations Manager to organize a team of telecommunications engineers and specialists to establish a baseline inventory of the existing VA circuits, outside cable plant, and telecommunications (PBXs, EOs, MGs, Conference Bridges, Routers, etc.). The baseline will be used to identify circuits that will transition from the GSA Networx contract to the follow-on contract. The number of circuits is unknown, but exceeds 100,000 circuits. In some cases, the new circuits will require a transformation (PRI to SIP) or upgrade (T-1 to Ethernet). To support the transformation, the inventory will also include the outside cable plant, router, and infrastructure capabilities to identify the VA internal assets required to support circuit transformations. For example, a T-1 to Ethernet transformation requires a different port on a router.

The Operations Manager must be intimately familiar with telecommunication carrier technologies, terminology, and circuit infrastructure. The candidate must be familiar with the circuit ordering and provisioning process. The candidate must have experience creating an inventory template for telecommunications. The candidate must have strong organizational skills and be able to lead a team of middle level and junior engineers to complete the inventory. The candidate will assign portions of the network to each subordinate and supervise the subordinates to ensure the project objectives are met on time. They must demonstrate good oral and written communication skills.

The ideal candidate will have strong organizational skills and the ability to lead a team of telecommunication specialists and engineers. The candidate shall have a background in circuit identification, ordering, and provisioning on a large scale. The candidate shall have strong verbal skills and good written skills. The candidate shall have 5 years of experience working in the telecommunications field and military experience with telecommunications is desired.

Familiarity with Network technology: Experience identifying, ordering, and provisioning telecommunication resources preferred
Ability to create and maintain an inventory database that receives inputs from multiple sources/people
Ability to work independently to accomplish objectives on time
Interpersonal skills that support customer and team collaboration
Ability to supervise a team of ~12 telecommunications engineers and specialists
Intermediate user of Microsoft Office Word, PowerPoint and Excel
Excellent oral, listening and writing skills and ability to discern and document important parts of discussions, action items and decisions made
Excellent attention to detail and follow-through
