The Procurement Specialist is required to perform professional work of considerable difficulty including specification development; bid preparation, evaluation, recommendation, and quality assurance; and execution of contract awards in a central computerized procurement environment. The Specialist will be assigned to one of the Procurement Units: Information Technology; Professional Services; Environmental Services; and General Services.

• Research and develop proposal that proposals meet required elements in the RFP and that the proposed products and services are responsive to the needs of the Using Agency.
• Review specifications and make any necessary administrative or agency requested changes.
• Ensure that proposal conference, evaluation committee and proposal evaluation are in compliance with applicable law, regulation, policy and operating procedure and conducted in accordance with RFP specifications.
• Assist the Using Agencies with the development of appropriate evaluation criteria. Ensure evaluation criteria are identified and documented prior to proposal opening. Participate as the chair of the Evaluation Committee for each advertised proposal when required. Ensure that all voting members attend committee meetings and ample analysis is performed to allow an Evaluation Committee Report to be developed.
• Ensure that all bidders' questions are clearly responded to, evaluated through the appropriate chain of command, approved, and timely posted to the web.

The Specialist will serve as lead procurement specialist to ensure the timely and accurate completion of assigned contract.

• Assumes appropriate leadership role and behavior.
• Assists in the management of assigned staff's workload.

EDUCATION:
Graduation from an accredited college or university with a Bachelor's degree req'd.
