Description of Project
The DOC Portal System is a secure centralized website which contains information regarding offenders
under community supervision, in jails, prisons, and detention facilities. This system also includes facility
inspection and enforcement information, assessment tools, sentencing guideline worksheets, and other
functions. Over 140 agencies provide detention, supervision, prison and sentencing guidelines data for the
Statewide Supervision's Search function. MNIT @ Corrections seeks an experienced .NET developer for
the Microsoft technologies to provide .NET development for the DOC Portal System and other
information systems, as needed.
Resource Need
This request is for one full time staff augmentation resource to provide .NET development for the DOC
Portal System and other information systems, as needed.

Mode of Interview
The State will conduct interviews. The State reserves the right to remove a resource from consideration if
the resource is unavailable for interview as requested by the State.
Interview must be conducted on-site.
Project Milestones and Schedule
• Anticipated Project Start Date: 7/1/2018
• Anticipated End Date: 6/30/2019
The State will retain the option to extend the work orders in increments determined by the State.

Sample Tasks
  • Apply advanced software development experience and skill for the Microsoft technologies.
  • Provide technical leadership to team members.
  • Work independently with minimal guidance while also participating on project teams.
  • Prepare and participate in release readiness for software development deployments to the TEST and PROD environments.
  • Prepare and participate in continuous process improvement efforts.
  • Provide clear, concise and honest communication.
  • Provide other DOC development, as needed.
  • Provide knowledge transfer to MNIT @ DOC staff
Minimum Qualifications
  • 3 years of combined experience with SQL Server / T-SQL
  • 4 years of combined experience with the following Data Access technologies: ADO.NET and Entity Framework
  • 4 years of combined experience with VB.NET or C#.NET
  • 2 years of ASP.NET WebForms Development
Desired Skills
  • Criminal Justice experience.
  • Software Development Life Cycle (SDLC) experience.
  • Collaborative software development team experience up to at least 4-5 team members.
  • Data integration experience – coordinating data exchanges between disparate systems.
  • SQL Server Reporting Services (SSRS)
  • Experience and continuous education in secure software development such as:
    • Regular use of security static code analysis tools such as Veracode, Client Fortify, etc.
    • Participating in security trainings offered by various entities (e.g. OWASP, etc.) focusing on current secure software development best practices.
    • Participating in formal security code reviews.
  • Resource has a current residence status within the 5 state area which includes Minnesota, Wisconsin, South Dakota, North Dakota, and Iowa.
