Position Description
Obtains the best quality, service, and value for products and services through effective bidding, negotiation, and supplier management. Identifies manufacturing needs, identifies and selects suppliers, initiates purchase orders, and arranges for delivery. Provides parts, equipment, services, and materials of limited scope and complexity.

Duties and Responsibilities
1. Bachelor's degree (BA) in Business Administration or related field, or equivalent combination of education and experience which has provided both theoretical and practical knowledge in the field. Professional entry level position. 2. May have limited prior industry experience or worked with direction in student internship programs. 3. Certificate in Purchasing Management (CPM) preferred.4. Knowledge of key purchasing and negotiating methods, principles and concepts and general business operations. 5. General knowledge of legal and regulatory requirements related to procurement. 6. Basic understanding of continuous improvement techniques and methods. 7. Ability to use standard business application software and specialized purchasing and/or materials systems (e.g. electronic data interface (EDI) or manufacturing resource planning (MRP) systems). 8. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages. 9. Ability to research and analyze data and develop recommendations or resolve problems by drawing on internal information and referring to prior decisions. 10. Ability to work with only general work direction and instructions regarding the scope of assignments and determine priority and order of assignments. 11. Ability to read, analyze, and interpret financial reports. 11. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. 12. **There is potential if you find someone with a lot of direct Aerospace Buying and Planning Experience that we would go up in compensation. The salary I provided is for a new Grad from college.

POSITION SUMMARY
Obtains the best quality, service, and value for products and services through effective bidding, negotiation, and supplier management. Identifies manufacturing needs, identifies and selects suppliers, negotiates contracts, and arranges delivery. Purchases a high volume and variety of parts, equipment, services, and materials.
Ensures performance to the master production schedule to achieve division objectives for customer service, inventory levels, and configuration management. Plans, prepares, issues, and controls moderately complex and/or diverse production schedules and material requirements to ensure a controlled flow of approved materials timed to meet production requirements.

ESSENTIAL BUYER FUNCTIONS
1. Identifies and recommends suppliers by investigating potential suppliers, researching parts, equipment, machinery, services, and materials availability. Develops potential bidder list and initiates formal requests for quotation or proposal.

2. Conducts supplier site visits and evaluates them as to production capability, performance, delivery, and other key business criteria. May complete supplier certification independently or as part of a technical and/or quality team.

3. Purchases parts, equipment, and materials by preparing request for quotations and submitting purchase orders with approved suppliers. Issues purchase orders and agreements that accurately reflect price, schedule, terms, and conditions as negotiated with suppliers. Maintains accurate lead times for assigned commodities.

4. Evaluates bids for standard and non-standard items. Selects suppliers for a variety of moderately complex or technical materials, supplies or services and negotiates price, delivery, quality and service. Develops alternate sources of supply by identifying and researching prospective suppliers.

5. Monitors and evaluates supplier performance. Advises appropriate personnel of impending supplier failure to fulfill contractual agreements that may delay production or delivery. Resolves shipment quality discrepancies by mediating supplier/manufacturing issues. Facilitates inspections, substitutions, and standardization by arranging and participating in conferences between suppliers and company personnel.

6. Negotiates and settles damage claims, rejections, losses, return of materials, over-shipments, cancellations and engineering changes with suppliers.

7. Prepares moderately complex reports by collecting, analyzing, and summarizing information and trends. Provides parts, equipment, and materials information by answering questions and requests.

8. Applies continuous improvement techniques and methods to internal processes and systems to increase efficiency and customer service and to reduce costs.

9. Maintains professional and technical knowledge by attending educational workshops, reviewing trade publications, establishing networks, and/or participating in professional associations.

10. Complies with federal, state, and aerospace industry regulations; ensures adherence to requirements and advises management on needed actions. Complies with Government/Commercial Practices Manual (GPM/CPM) policies and procedures.

11. Shares specialized knowledge with others. Represents company on specific projects. Mentors new employees. Contributes to team effort by accomplishing related results as needed. Work assignments may include cross-functional or project team responsibilities (e.g. continuous improvement).

ESSENTIAL PLANNING FUNCTIONS

1. Identifies variety of raw material and component requirements for production from engineering and production specifications and schedules of moderate scope and complexity. Ensures accurate item master file and bill of material.

2. Advises management of the status of work in progress, material availability, and potential production problems to ensure that personnel, equipment, materials, and services are provided as needed. Recommends changes to improve the planning process for assigned products.

3. Evaluates and confirms materials supply is available to meet demand. Prepares work orders or purchase requests for the production or purchase of components or parts to support a master production schedule, shop load, and inventory requirements. Coordinates material movements between internal work and storage areas and/or outside processing or suppliers to ensure materials are available when needed.

4. Schedules and expedites the movement of parts by means of moving orders and/or stock transfers to meet customer shipping dates.
5. Analyzes inventory usage, scrap, and waste, and recommends any appropriate actions to minimize loss, reduce inventory, and/or increase inventory turnover that would support inventory level objectives.

6. Advises and assists management in resolving problems concerning over shipments, shortages, engineering changes, and cancellation of orders.

7. Coordinates cross-functional activities with Quality Assurance, Manufacturing, Purchasing, Engineering, Inventory Control, Shipping and Receiving, and Contract Administration to ensure a smooth flow of materials through the production process and consistent information about status and priorities.

8. Maintains configuration control on all open orders and appropriate data files as required by division policies and procedures.

9. Applies continuous improvement techniques and methods to internal processes and systems to increase efficiency and reduce costs.

Job Requirements: QUALIFICATIONS

Education and Experience
Bachelor's degree required, (BA) in Supply Chain (preferred), Business Administration or related field which has provided both theoretical and practical knowledge in the field. Demonstrated ability to perform the essential functions of the job typically acquired through two or more years of increasingly responsible related buying and purchasing experience. Certificate in Purchasing Management (CPM) or APICS desired.
