Position Description:    
DCA is seeking a Construction Manager to provide technical assistance and on-site monitoring of residential construction for both rehabilitation/elevation and new construction under Federally-funded rebuilding programs managed the Sandy Recovery Division, New Jersey Department of Community Affairs.  Candidates should have experience with all facets of residential construction, knowledge of New Jersey building code requirements and ability to troubleshoot and mediate job site building-related issues.
Under the direction of a supervisor, oversees and interacts with contractors involved in rehabilitation, reconstruction, elevation and mitigation of single and multi-family dwellings.
Acts as the liaison between various contractors, including construction companies, and is involved in the planning, monitoring and evaluation compliance with stated goals and objectives.
Skills Required:
Candidates should possess the following skills:
Analytical Skills:  Posses superior project management and analytical abilities necessary for successfully delivering multi-step construction projects.
Decision Making:  Comfortable in a fast-paced, high-stakes and decision-making role, such as reviewing and approving change orders assessing field conditions, etc.
Communication: Strong verbal and written skills are necessary when communicating with homeowners, landlords, project managers, and contractors performing construction.
Technical Skills:   Possess familiarity with construction methodologies, blueprints, estimating, software packages and other technical aspect of construction.
Time Management: Deadlines are critical in construction.  Making sure that everything is on time and moving smoothly is a critical part of the job.
Program Knowledge:  Able to learn and understand programmatic operations and procedures of a government-run disaster relief program.
Skills Preferred
At least 3 years of previous construction management experience           
Previous experience in housing development or housing construction
Experience Required
Prior experience and knowledge of U.S. Department of Housing & Urban Development building standards is beneficial.
Education Required
Bachelor's degree required
