Operational Data Architect

The Operational Data Architect will develop pragmatic enterprise data architectures, data models and guidance to be used by the business units to directly impact operations. This job entails the generation of segment architectures supporting data and security requirements for the FAA. Data architectures created will incorporate security and business requirements and will reflect modern software architectures and practices such as Single Page Applications (SPA) using AJAX, JavaScript, and AngularJS. The Data Architect supports data governance, establishment of self-service data services, and building data security into all solutions.

  • Enabling the use of enterprise data to multiple applications by exposing schemas and ODBC/JDBC services
  • Develop requirements and models for the future-state, current state and gaps in data architecture
  • Create and maintain EA artifacts using modeling tools such as Sparx and Rational and mapping to FEAF
  • Align new data architectures and solutions to security requirements
  • Monitor regulatory guidelines in areas such as security, privacy, data policy
  • Interpret compliance guidance in areas such as data security
and emerging industry standards to determine their impact on the Data Management Program
  • Propose innovative solutions to the business problems leveraging open source tools
  • Provide support in developing information and data management governance structures, policies, and processes
  • Develop and maintain system interfaces and data exchange data sets
  • Prepare presentations and white papers on data architecture and data management-related topics and issues
  • Support the curation of enterprise metadata and data elements
  • Technical Skills:
  • IT systems design and architectures including technologies such as Service Oriented Architectures, Web Services Architectures, SOAP, Single Page Application, AJAX
  • DevOps methodology and associated tools such as Git, Jenkins, Docker, Ansible, Artifactory
  • Designing enterprise interface models using SQL, Java, ODBC/JDCS, REST or similar
  • Use of JavaScript tools and techniques to expose enterprise data
  • Knowledge of laws, policies, and regulations applicable to Federal data and information enterprise architecture
  • Experience in setting policies, procedures and strategies to support effective data management for a Federal customer
  • Highly skilled in applying enterprise architecture principles and methods in supporting IT programs and projects.
  • Expert with Microsoft Office tools, including Excel, PowerPoint, Word, and Visio
  • Presentation and facilitation skills – ability to generate a variety of presentation materials for senior management and technical staff
  • Working knowledge of the Federal Enterprise Architecture Framework
  • Ability to analyze project, program and portfolio needs across the enterprise and within segments.
  • Practical methods for establishing and updating enterprise repositories for application, interface, and data information
  • Implementation of NIST guidance in the areas of data security, system security, such as NIST 1500.6 Big Data Interoperability Framework and NIST 800-100 Information Security Handbook.
  • Experience with Federal Information Security Modernization Act (FISMA) Risk Management Framework (RMF) and the NIST Cybersecurity Framework (CSF).
  • Identification of Mission Essential Functions for risk analysis and system evaluations

  • Qualifications
    This role requires a bachelor's degree in Computer Science, Information Systems or a related study, or equivalent project-related experience.
  • Minimum of fifteen years of experience in IT, with at least five years in data architecture, database architecture, data modeling, and/or Enterprise Architecture
  • Experience producing responses to high priority, quick turn-around data calls and report generation
  • Practical experience with "data-as-a-service” concepts for internal/external data publication and sharing
  • Practical experience with SOA implementation and operation
  • Minimum two years of experience with IBM's System Architect
  • Experience with Federal Enterprise Architecture Frameworks and reference models.
  • Data modeling and information classification experience within the Federal Government
  • Experience with schema implementation in SQL and JSON
  • Experience with exposing ODBC/JDBC services
  • Experience as a data analyst is highly desirable
  • Experience implementing EA, MDM, or data warehouse solutions desired
  • Position Papers – experience generating position papers for complex technical, policy, business process, and organizational issues
  • Information Systems Security domain expertise, evaluation of Information Systems Security and cyber risks

  • Clearance: Must be able to obtain a Public Trust Clearance
