The Client is looking to transform its development model, incorporating Agile development methodologies for one of it's recently acquired subsidiaries. The Organization will also support traditional development organizations within the larger IT Enterprise of Client which do not have a strong delivery track record within the larger IT Enterprise of the parent company.

The subsidiary is a leading government contract vision, dental and hearing provider. This Organization supports two market segments: Government Programs (Medicaid, CHIP, Medicare Advantage) & a low cost Commercial Group value brand, providing Dental and Vison insurance coverage. In the near term, this Organization needs to support DHMO processing for both the commercial and government business, which requires an upgrade to the latest version of the vendor code for another entity.

The Candidate will need to be an evangelist for Agile within both the Technology and Business organizations. Prior successful experience with Scrum is a MUST! Prior successful experience with Kanban is highly desirable. Regular and part time travel to AZ, NJ, NY, CA, PA and IL is required.

Major Opportunities and Decisions
  • The position requires the candidate to focus on Agile by championing the development efforts and collaboratively working with business to transform the Entity1s technology group.
  • Role requires heavy interaction with parent companies' technology organization - infrastructure and architecture - to support the entity1s business.
  • The team at the Entity is about 30 resources. The resource will be running 4 Agile teams plus additional technology teams e.g. reporting and EDI process.
  • This person will be heading the Entity1s development with initial focus to moving them to Agile.
  • The subsidiary is a .NET shop, MS SQL core database.
  • Historically they have not kept up with technology advancements since most of their efforts were break/fix.
  • The candidate needs to be a seasoned systems manager with strong skills and prior experience in Agile methodologies, particularly Scrum and Kanban.
  • Having a holistic view of the business deliverable, the candidate must leverage the knowledge of the SME1s both within his team and outside of it to understand not just what has been delivered but what might be missing to ensure a complete solution delivery for the business.
  • The role involves a great deal of matrix management, including coordinating with multiple technology teams, each of which may have conflicting priorities. The leader must have strong teamwork skills, including empathy for the conflicts that other players are facing and have ability to find alternate ways to accomplish the same goal.
  • This is required across both the business and technology organizations.
  • The leader must be able to deal effectively with strong personalities and be able to facilitate conflict resolution.
  • The candidate must be resilient in the face of professional and project stress.
  • Strong communication skills are required, leveraging all channels of communications (written, presentation, large and small groups, and personal).

    Knowledge/Skills:

    Must haves:
  • Deep Agile background: Scrum and Kanban

  • Insurance background (open to any insurance experience: Group Ins. is preferred to P&C)
  • Experience managing Agile development teams
  • Strong Development Management experience especially managing multiple resources offshore and clients in multiple domestic locations.
    Education and Experience:

    * Technical skills prefer Web, AWS
