We are currently looking for a Program Manager, U.S. Army Cyber Capability Development Integration Directorate (CDID) for our client in Ft. Gordan, GA.

The Program Manager (PM) will plan, direct and coordinate activities for a Multiple Award Indefinite Delivery Indefinite Quantity (MA IDIQ) contract to support the Army Cyber Capability Development Integration Directorate (CDID), Future & Concepts Center (FCC), Army Futures Command (AFC). The Cyber CDID develops, evaluates, integrates, and communicates concepts, requirements, and solutions to support persistent modernization and DOTMLPF solutions for current and future warfighters. The PM is responsible for performance of the work and providing liaison between Government project leads, contract task leads, and Contracting Officer or Contracting Officer’s Representative. This position is at Ft. Gordon, GA, and is contingent upon contract award.
 
Duties and responsibilities:
  • Overall program management; single POC for the Contracting Officer or Contracting Officer’s Representative with authority to act or make decisions on all matters pertaining to contract execution and performance
  • Host monthly or ad-hoc meetings/telephone conferences with the Contracting Officer’s Representative and/or required Government personnel to review program status
  • Provide significant activity reports and program status reports for the Contracting Officer or Contracting Officer’s Representative
  • Plan and conduct In-Progress Reviews (IPR) monthly or as required by the Contracting Officer or Contracting Officer’s Representative
  • Provide to the Government, non-personal support services in the planning, conducting, and recording of minutes of operational planning teams (OPT), working groups, design assessments, demonstrations, evaluations, assessments, tests, coordination meetings, and synchronization conferences with outside organizations
  • Provide project management subject matter expertise to facilitate Government-led projects and programs
  • Define scope and objectives, including identifying and determining project outcomes, critical success pathways, and appropriate parameters
  • Develop detailed work packages, schedules, project estimates, resource plans, and status reports to layout the progression and scope of the project
  • Conduct project meetings and project tracking and analysis; provide project status reports to management
  • Ensure adherence to quality standards and review project deliverables to decrease instances of scope creep; establish and achieve financial objectives by preparing a project budget, scheduling and approving expenditures, analyzing variances, and initiating corrective actions
  • Manage the integration of vendor tasks and tracks and reviews vendor deliverables
  • Recommend and take action to direct the analysis and solutions of problems; clears pathway for project team to ensure they have the appropriate tools to function in their assigned role
 
Required qualifications to be successful in this role:
 
  • Minimum 10 years management experience or equivalent on similar Government contracts
  • Undergraduate degree from an accredited institution – Masters preferred
  • Top Secret security clearance with Sensitive Compartmented Information (SCI) eligibility
  • Knowledgeable of all aspects of assigned contract to include but not limited to deliverables, costs, quality control plan, and security requirements
  • Active Project Management Professional (PMP) certification
  • Military experience with Army Cyber or Force Modernization background preferred
  • Experience managing end-to-end complex bid responses and contracting processes
  • Superior communication and relationship management skills
  • Ability to work effectively individually and as part of a team in a dynamic, fast paced environment
  • Ability to think strategically and effectively assess client situations and assemble service solutions to meet client needs
  • Demonstrated ability to rationalize problems and use judgment and innovation to define clear and concise solutions
  • Strong team management and leadership experience
  • Strong oral and written communication skills
  • Ability to deal with extremely aggressive timelines and the associated pressure a must
  • Maturity with experience mentoring junior team members
  • Proficient in conflict resolution
  • Balancing competing project constraints such as scope, quality, schedule, budget and resources, and risks application life cycle management experience
  • Additional industry certifications a plus
