Assist in analysis and definition of financial reporting architecture to support a large multistate cloud based Unemployment Insurance Application.
This position will analyze the current legacy UI system financial inputs and outputs and then perform a cross match and gap analysis with the newly developed cloud based application. This analysis will produce process flows, training materials, and documentation for all financial processes.
This position will work closely with the lead project manager, project sponsors, and state financial service personnel.
Other duties include:
  • Responsible for verifying processes and reconciling new system data from 3 payment sources: Interface, ACH Debit and ACH Credit.  Identify gaps and recommend solutions: work around, interim and permanent solutions.
  • Identify gaps in current application system reporting capabilities, recommend solutions, write report specifications and collaborate with the vendor and the business (operational and accounting teams) from concept through delivery with user/team acceptance testing and verification
  • The analyst will produce process flows, training materials, and documentation for all financial processes – they will produce an application financial process master document of all materials
  • Ability to communicate effectively and at the appropriate level of detail to executives, operational staff, accounting staff and on site, remote and potentially offshore technical development teams in person, by phone, and written communication methods.
  • Recommending and implementing changes for application processes for future releases
  • Act as front-line interface to users
Required skills:
  • Accounting and fiscal management knowledge required / 2+ years of professional experience in a finance role with heavy use of financial systems.
  • Experience reconciling transactions by comparing and correcting data
  • Knowledge of State and Federal government accounting practices and systems a plus
  • Strong skills in communicating effectively both orally and in writing with business and technical personnel
  • Experienced in defining and writing application business requirements including functional requirements which define what the system, process or product/service must do to fill the requirement
  • Experience developing report specifications – define the purpose of a report, its justification, attributes and columns, owners and runtime parameters
  • Experienced in creating graphic representations of work flows including input and output parameters
  • Experience in building training materials and facilitating training meetings with a cross section of workforce including agency management, financial services personnel, and agency personnel
  • Systems analyst level understanding of financial application processes including experience in proposing opportunities to improve processes through reducing manual or duplicative work and automating various accounting steps
  • Experience in interpreting reports to build other consolidated reporting
  • Experienced user of excel, data analysis BI systems such as Cognos
  • Creative problem-solving skills
  • Action oriented and ability to work alone, self-directing.
